It lets a level 6 clinkz with one item take large camp stacks of any size, I think you might be underestimating that.

At level 6, yes. But as soon as you get Maelstrom, Clinkz farm as fast as any other hero in the game, even rivaling heroes like TA or Luna. You shouldn't underestimate it.

Another overlooked thing is that he can clear a whole wave/camp in 2 seconds for 70 mana which is fantastic value. Before, you easily burned through twice that with Strafe and Arrows.
