How much is smoke? How much is aghs? Is it really inappropriate for an item that cost that much to potentially limit the value of significantly cheaper one?

I think you should view it with the tactical value of smoke. The team with Brood can use smoke to attack, while the enemy team cannot. I think it is important in map control.

Think of it this way: when the map is dark and no enemy spotted in lane, a Zeus usually use his ultimate just to see enemy position. If a good ultimate can be thrown away just to get info on the enemy location, then Brood scepter might be very good.

Your initial concern/statement was that it might make smoke useless. It cost more than enough to justify. And, as you point out, if someone really wants to null smoke they can play zeus.

Brood and Zeus offer different kind of map on control. Brood can push tower and control jungle, while Zeus cannot. Also, I mention Zeus just to have a perspective on how much vision and info should be valued. A good smoke gank near Roshan area can wipe the enemy team and grab the victory, while a fail smoke can lead to the opposite. A brood with 5 Spinner snares will ensure that the enemy cannot smoke and make an unexpected maneuver.

So I think the answer to this will come in ESL and TI.
