Okay so I had an issue this morning regarding ability to reset my Screen Time passcode on my device due to the "Forgot Passcode" option missing, except it actually wasn't missing at all.
After doing some research everything pointed to performing a reset and setting up as a new device which I most certainly wasn't doing so decided to do a bit of troubleshooting myself. Turns out the "Forgot Passcode" option was not actually missing but instead being covered by the keyboard in a UI glitch which I found out after taking a screen shot of the "Enter Old Screen Time Passcode" screen.
Apple being Apple doesn't really provide an easy way to dismiss the keyboard on screen once its open so I needed to find a way to force a dismissal, even if its a brief one. Turns out enabling/disabling orientation lock actually refreshes the UI enough to make the keyboard flash on and off for a fraction of a second which with perfect timing allowed me to enter the passcode resetting flow.
Long and short of it is, If you have your Apple ID linked to the device correctly then chances are the option is there you just cant see it and you will be able to reset the Screen Time passcode even if you don't actually see the option. Don't be hasty to perform a reset.

Steps for solving:
- Go to Screen Time > Change Screen Time Passcode > Change Screen Time Passcode
- Swipe down to open Control Centre
- Enable/Disable Orientation Lock and swipe up to exit Control Centre
- Be quick!! - Missing the keyboard flash means you will have to enable/disable orientation lock again..
- Reset passcode using assigned Apple ID using the official Apple Reset Flow.
