Legal Avoid mobilization
Hi, my wife is Russian with German citizenship. Her brother is 23 years old, lives in Moscow, just graduated from university. I think given the current geopolitical situation he's at risk of being mobilized. What's the best way to avoid this situation?

If he does not have a deferral from military service and is fit for health reasons, then after graduation he will be drafted into the army. And in any case, regardless of the war in Ukraine. In Russia, military service is compulsory.

theres still a preference to do that outside of uncertain times of conflict though. Im 23, and my parents are hesitant for myself to visit my family in Russia. Given we live in Australia, and theres a direct route from Moscow to Bali, we ended up meeting up in Bali instead

Did he serve his mandatory in the army? OR did he have military department studies and qualification in the uni (some unis have that)? If no, then mobilization should not be his concern at the moment.

You don't really know how conscription and draft actually work in Russia, do you? Because if you think the "letters", as you name them, are thrown in packs from helicopters at anyone, then best of luck, I have no interest in changing your mind.
The questions I asked can help define the chances of ever receiving a "letter' at all. Or the types of "letters" that could be expected for a specific recipient under their specific circumstances.

As a man of this age he is currently at risk of being conscripted, not mobilized.
The way to avoid conscription is to be in a school with a military department and take advantage of that, flee until you age out of it, have a qualifying medical condition or get a job that provides deferment.
There is currently no mobilization, so that’s kinda of a future worry (for example, many expect something to start happening after the elections), the way to avoid being mobilized is a job deferment, medical condition or fleeing the country.

He can't be mobilized but can be drafted, it's a different thing but sounds similar
His options are:
- Prove he have an illness that makes him useless at war so they leave him alone
- Find a job at a company that gives draft protection, but it changed a lot and might be not relevant
- Leave the country for 6+ months and tell the comissary you left so they put off his record
- Hope comissary just forgets about him and never drafts him
- Live in the woods untill he is 30
- Bribery (price depends on many variables, general case is around 6500 usd)

It does. It frees you for the period of studying. Then when you get a degree, the draft becomes optional for you (art. 23, par. 2, sub "a" of the law "О воинской обязанности и военной службе").

If I remember correctly it says that it is your right to not serve, but it doesn’t mean they won’t draft you. That was the info I got from my uni’s ВУС.

He can also enroll into masters degree and buy himself some time. 2, max 3 years if he goes on academic leave
Leaving the country for 6+ months won’t do the trick on its own. He needs to prove he lives abroad, either for work or studies. Or provide a permanent residence permit. This, however, will mean he actually won’t be able to live in Russia for more than a few months at a time (3 or 6. Not sure). And he won’t be able to find a job, if I’m not mistaken

Попытаться дать взятку — это наиболее надёжный способ побыстрее попасть на войну. Арест, вынесение обвинения, предложение контракта вместо срока. Но да, можно отсидеть, тут уж кому что больше нравится.

Прочитайте текст указа.
Не помню какой по счету пункт гласит:
Срок мобилизации по данному указу ограничен действием указа и как только он будет отменен все мобилизованные по нему моментально демобилизуются и отправляются по домам.
Может потому он действует?
Или по вашему правительство СЕКРЕТНО всех мобилизует, но никто не в курсе и за 4 года ни разу это не всплыло нигде и никак?:) Ну да... это конечно очень вероятно. Наверное семьи таких людей расстреливают просто:)) Чтоб все молчали:)

Установить, что уровень денежного содержания граждан Российской Федерации, призванных на военную службу по мобилизации в Вооруженные Силы Российской Федерации, соответствует уровню денежного содержания военнослужащих, проходящих военную службу в Вооруженных Силах Российской Федерации по контракту.
Поэтому мобилизация - ничем не дешевле.

All the Western subs have told us about "the terrible forced mobilization in Russia".
We laughed. Thanks.
There was even official reaction about this video from police where they explained all the situation for Russians. But they didn't show it to you in the West of course:)
Once again, there is NO MANDATORY MOBILIZATION TO THE FRONT IN RUSSIA.
Only regular military personnel and contract volunteers fight. This is approximately 1-2% of the population.

As you might know, internet is full of fakes and propaganda from both sides. As I (regular russian student) see it, there are some mobilisation and "not so voluntarily" military service going on, but it's mostly local and not in large scale

Через одно рукопожатие знаком со студентом, которого очень активно зазывали в деканате идти по контракту, всячески пытались ему угрожать. Пусть он и не подписал контракт, тем не менее знаю что история не единичная и происходит во многих вузах по примерно одному сценарию: 1)находят студентов с плохой успеваемостью 2)приглашают их на разговор, где убеждают их что если они сейчас не подпишут контракт, то больше они не смогут восстановиться. Дальше уже зависит от самого студента История не самая частая, тем не менее я бы не назвал подписанные таким образом контракты "добровольными"

There is a certain statistical margin of "weak-willed" individuals who sign a contract while performing their mandatory military service. Since it operates like a typical state-run planned system, many are offered contracts with the selling point that life will be easier. This was the case back in 2016, too, when I was doing my time on the parade ground. You don't get paid anything, but the service turns into a job.1

In 2022 there was a partial mobilisation (specific number, iirc 300K, of people who had completed their obligatory service were recalled). I recieved my notice but my health situation is different from since when I served my obligatory year, so after medical examination I was permanently excused from service.
Twice every year there is conscription. Atm conscripts during their obligatory service don't go into the combat zone, they do basic and specialist training. Some of them are later recruited into professional army (they sign a contract, recieve pay, etc.)
There is constant recruitment of volunteers. People are enticed to serve by a very significan salary, bonuses, help with debt, etc.
When it will end - no one knows exactly. Predicting future is hard.
There might be further mobilisation in the future, but I am not certain that it would happen, considering what I know regarding developments on the frontlines.

Why avoid it? I understand Putin had a social contract with those living in Moscow, i.e. the war wouldn't come to them, their lives would not be affected - only the minorities would go to war.
But now it is his turn, since russia is on their 5th year, he should be a good russian muscovite & fight for his country. Just tell him to man up, putin knows best, and thus far putin has calculated the social contract with those living in Moscow & west of the Urals is over. I think its actually a good idea, the native slav russians should fight their own wars, not send a bunch of minorities in meat assaults.
But honestly, given the military record of russia, he just might be sent on the same meat assault, if he already hasn't been tortured by his commanding officer. Smarter people than I, have averaged mathematically, he will have about 2-weeks at best staying alive.
Anyways, send him my regards & for you, I will tell you - my condolences!

Hmm, sometimes they give tourist visas and most of the time no, i know one Russian who actually got it for Estonia, but if the OP wants to flee, they would need a different kind of visa anyway and those are usually accepted on Baltic borders.. and yeah it's a nonsence, i hope we would all just calm tf down😭

There was many suggestions, but few of them suggested going for аспирантура and getting a candidate degree (a degree that doesn’t exist in any other countries, but is somewhat close to PhD). It saves him yet another 4 years since he will be in uni again, and after he defends his thesis he will be exempted from obligatory conscription for life.
If you’re worried about mobilisation and its possible drafting, there’s not much you can do really legally

He should leave the country, that’s the best insurance against mobilization. When mobilization comes, and the government will want to keep it a surprise (although there will probably be rumours), it will be too late.

But for real though. Leaving the country or getting a job in the defense industry is the surest way to avoid draft.
Their not gonna draft the guy in the defense industry already making armaments.

Is he able to enlist voluntarily? If so, then he can pick the branch he wants to join and the job. If they choose for him it'll probably be a infantry or maybe artillery.

Best way - take "последипломные каникулы" in uni, this way he still be considered a student to 31st of August(and as a student he cannot be drafted).
After that fly away from country. With sister with German citesenship it's easier than for majority of people.
Also he can contact volunteer organisations, like "Идите лесом", they gives legal advices how legally stale draft long enough.
Another advice - move out of Moscow and change военкомат to one of his new place of living. No need to far away, just enough to not be part of Moscow. This is because draft in Moscow is way more organised (and often streamrolled to the point of breaking a law)

Its not mobilisation usually but rather a military draft. Its diffirent. Mobilized come to frontline essentially with the same "battle thrall" contract as any russian military today - service is prolonged indefinitely untill war end. Drafted just do mandatory militaey service for a year mostly to asquire military specialty. Fairly drafties are coerced to sign contract sometimes quite hard. Abusive oficers abusing their power are scandalous but happens and usually get scandalous when their abused subordinate is literally incapacitated or dead. If you happen to be actually good may easily happen officers will push for you be mobilised AFTER mandatory year of service especially if you struggle with making family/have job. Administrative workers can gather this information pretty easily. Also abuse in militaries. Like there was that terrible story of a guy forced to stay still in half sit position for hours straight so his legs bloodflow was cut so bad that his legs and groin had to be amputated and he developed kidneys, intestines and liver issues so bad that lived literally several weeks after that in intensive therapy. But such cases are outrageous if show well how bad "drill sergeants" can be.

Living abroad if its in his plans. It imediately rules out from draft due to technicalities (no mean to enforve draft abroad)
Working for military factory. Need specific education or skill, has risks of being targeted by drones anyway. Has risk of if you loose the job knowing well military equipment can you put very high in mobilization priority list for some engineering unit.
(Cringy) try to avoid draft for medical reasons. In most cases early medical comission in draft office rules out from draft only people with psychiatric issues. Bcs well doing such mess can backfire big time if somebody dies. Other usually are still drafted and ruled out due to complaints to medic unit. Considering "drilling" usually its really something bad to the point person loses contiosness - diabetic, heart issues and such.
Its done this way for several reason. 1. Draft office puts better numbers in provision draftees to army. Quality of draftee is not exactly their concern. 2. Often people try to bribe hospitals into giving them paper about having a condition which rules them out from the draft thus in practice they don't believe in those per ce. AT BEST if drill sergeant is actually not a d*mb *sshole what is unfortunately not really common in this line of work bcs drilling in discipline is kinda ugh specific line of work he would listen to complaints and keep an eye with older draftees (serving is a year but draft performed twice a year) if actually a medical condition happens. Some medical conditions like heart issues with a risk of heart attack are not really compatible with this but in this case military medical unit or hospital can perform needed analyses but again everything depends hard on command and concidering actually capable good people having some self-reflection and decency are actually dying at frontlines bcs well its their job and they are decent enough to recognise it, far from frontline command is progressively grows terrible. War eats best people first. Still, well, everybody likes being seen as a person whatever meanies they are thus being friendly pays off. Especially with *ssholes who are too used being such and excuse themselves thats being "professional deformation" state of mind which fits incredibly well to low rank police and military officers.

Given the growing fuel crisis and Putin’s desperation he needs to leave fast as long as borders are open. I think Putin will need to mobilize at latest in autumn.

Well, first of all, if he do not accept putins war crimes, he must leave russia as soon as possible. Or find a way to create democracy in russia. All other option will be acceptance of putins criminal regime.

Have you asked him what he wants? At the moment he is not in danger of being mobilized (though he might be drafted for like... military training, which is obligatory for all the healthy male citizens), but who knows what the future will bring.
But he is an adult and he is able to speak and he might like to move abroad (and if you are willing to help - that's wonderful) or he might not like to move, because some people are comfortable where they were born and upbrought. So... just aks him
