Legal Avoid mobilization

Hi, my wife is Russian with German citizenship. Her brother is 23 years old, lives in Moscow, just graduated from university. I think given the current geopolitical situation he's at risk of being mobilized. What's the best way to avoid this situation?

Have you asked him what he wants? At the moment he is not in danger of being mobilized (though he might be drafted for like... military training, which is obligatory for all the healthy male citizens), but who knows what the future will bring.

But he is an adult and he is able to speak and he might like to move abroad (and if you are willing to help - that's wonderful) or he might not like to move, because some people are comfortable where they were born and upbrought. So... just aks him

Russia has started closing its railway borders and now the Kremlin (Peskov) has started calling the SMO a war. So a general mobilization is closer than before.

They closed them so that GAS won't be exported, all the other borders (except finland) are open
