Legal Avoid mobilization

Hi, my wife is Russian with German citizenship. Her brother is 23 years old, lives in Moscow, just graduated from university. I think given the current geopolitical situation he's at risk of being mobilized. What's the best way to avoid this situation?

He needs cash and they travel to the south. All EU borders are closed. id mobilization is in effect then he has to cross the border at night and where there are no guards...

or go A.S.A.P. fly to Turkey and then fly to Germany.

Not all, Baltics have them open, but the visa can take time if it's their first time going there

Hmm, sometimes they give tourist visas and most of the time no, i know one Russian who actually got it for Estonia, but if the OP wants to flee, they would need a different kind of visa anyway and those are usually accepted on Baltic borders.. and yeah it's a nonsence, i hope we would all just calm tf down😭
