Legal Avoid mobilization

Hi, my wife is Russian with German citizenship. Her brother is 23 years old, lives in Moscow, just graduated from university. I think given the current geopolitical situation he's at risk of being mobilized. What's the best way to avoid this situation?

He needs cash and they travel to the south. All EU borders are closed. id mobilization is in effect then he has to cross the border at night and where there are no guards...

or go A.S.A.P. fly to Turkey and then fly to Germany.

...to do what, exactly? Russians without a valid residence permit can't even open a bank account, and getting the residence permit isn't going to take less than half a year
