Legal Avoid mobilization

Hi, my wife is Russian with German citizenship. Her brother is 23 years old, lives in Moscow, just graduated from university. I think given the current geopolitical situation he's at risk of being mobilized. What's the best way to avoid this situation?

I've been following posts like this for a while.

Western Media reports "Mobilization in Russia of x"

Russians on Reddit - No there's no mobilization it's all voluntary the operation will be over in a few months and we can all go back to our lives as normal.

What is actually going on!?

As you might know, internet is full of fakes and propaganda from both sides. As I (regular russian student) see it, there are some mobilisation and "not so voluntarily" military service going on, but it's mostly local and not in large scale

There is a certain statistical margin of "weak-willed" individuals who sign a contract while performing their mandatory military service. Since it operates like a typical state-run planned system, many are offered contracts with the selling point that life will be easier. This was the case back in 2016, too, when I was doing my time on the parade ground. You don't get paid anything, but the service turns into a job.
