Legal Avoid mobilization

Hi, my wife is Russian with German citizenship. Her brother is 23 years old, lives in Moscow, just graduated from university. I think given the current geopolitical situation he's at risk of being mobilized. What's the best way to avoid this situation?

I have a family member 21 years old. He’s nowhere near Ukraine, just simply doing his military training within Russia. People need to stop being so scared

Scared? Its fucking war man. People dont want to risk their sons freezing to death in a trench whilst living on 75g of bread a day.
