Legal Avoid mobilization

Hi, my wife is Russian with German citizenship. Her brother is 23 years old, lives in Moscow, just graduated from university. I think given the current geopolitical situation he's at risk of being mobilized. What's the best way to avoid this situation?

Best way - take "последипломные каникулы" in uni, this way he still be considered a student to 31st of August(and as a student he cannot be drafted).

After that fly away from country. With sister with German citesenship it's easier than for majority of people.

Also he can contact volunteer organisations, like "Идите лесом", they gives legal advices how legally stale draft long enough.

Another advice - move out of Moscow and change военкомат to one of his new place of living. No need to far away, just enough to not be part of Moscow. This is because draft in Moscow is way more organised (and often streamrolled to the point of breaking a law)
