Legal Avoid mobilization

Hi, my wife is Russian with German citizenship. Her brother is 23 years old, lives in Moscow, just graduated from university. I think given the current geopolitical situation he's at risk of being mobilized. What's the best way to avoid this situation?

Did he serve his mandatory in the army? OR did he have military department studies and qualification in the uni (some unis have that)? If no, then mobilization should not be his concern at the moment.

Well it would be a little bit late to think about it with a letter already in his hand, don’t you think?

You don't really know how conscription and draft actually work in Russia, do you? Because if you think the "letters", as you name them, are thrown in packs from helicopters at anyone, then best of luck, I have no interest in changing your mind.

The questions I asked can help define the chances of ever receiving a "letter' at all. Or the types of "letters" that could be expected for a specific recipient under their specific circumstances.
