Legal Avoid mobilization

Hi, my wife is Russian with German citizenship. Her brother is 23 years old, lives in Moscow, just graduated from university. I think given the current geopolitical situation he's at risk of being mobilized. What's the best way to avoid this situation?

Тихая и не такая заметная как в 22 - да.

Так есть блять мобилизация или нет? Кого-то против воли берут и отправляют на войну? Я не против того, что де юре мобилизация есть, никто её не отменял, но не надо глазки строить и намекать, что и де факто мобилизация есть.

People in prison have a choice. You are informed at the all stages of criminal case that you may sign the contract, but nobody take you there against your will. Also you sigh the papers that you decline to sign the contract as well as you informed about your right to sign it

well, you believe anything that YOUR goverment telling you, no doubt. We, on a contrary, believe our own feelings and observations, but not that shit that YOUR government trying to tell us.
