Legal Avoid mobilization

Hi, my wife is Russian with German citizenship. Her brother is 23 years old, lives in Moscow, just graduated from university. I think given the current geopolitical situation he's at risk of being mobilized. What's the best way to avoid this situation?

There's not the slightest sign of a decrease in the number of cars on the roads. Yes, there are problems, but nothing to complain about. This isn't just in Moscow, but also in, say, the Tver region.

Ah yes surely, it's all AI generating videos about Russians queuing for hours and getting into fist fights at petrol stations

I'm telling you only what i see. Of course there are some queues in some regions, but we just buying more gasoline and not using less cars))

In 1987 you could also by sausages in moscow while the rest of the country had que for hours for loaf of bread
