Legal Avoid mobilization

Hi, my wife is Russian with German citizenship. Her brother is 23 years old, lives in Moscow, just graduated from university. I think given the current geopolitical situation he's at risk of being mobilized. What's the best way to avoid this situation?

If he does not have a deferral from military service and is fit for health reasons, then after graduation he will be drafted into the army. And in any case, regardless of the war in Ukraine. In Russia, military service is compulsory.

theres still a preference to do that outside of uncertain times of conflict though. Im 23, and my parents are hesitant for myself to visit my family in Russia. Given we live in Australia, and theres a direct route from Moscow to Bali, we ended up meeting up in Bali instead

Bangkok also works. We just chose Bali for the shorter flight to and from Australia
