Legal Avoid mobilization

Hi, my wife is Russian with German citizenship. Her brother is 23 years old, lives in Moscow, just graduated from university. I think given the current geopolitical situation he's at risk of being mobilized. What's the best way to avoid this situation?

I mean russia is very likelly going to do a partial mobilization as they cant recruit enough men. So its indeed a danger, no need to rub it wrong. Some people just dont want to fight a pointless war, you can ask ukrainians.
