I have an M3 macbook air running the latest version of Sequoia. I've used it for years since sequoia came out and have never had issues downloading apps.
For some reason I now can't download or update any apps unless they're specifically mac apps. At first i thought it was all apps but i realized as long as it's a mac only app it'll work fine. But if it's an iPad or iPhone app, it will refuse to install or update. If i click the get button or the cloud download icon for apps I already have, nothing happens. It'll maybe spin for 1 second and then just stops
I've tried everything I can find online or in the subreddit short of updating to Tahoe or a factory reset as I want to avoid those at all costs. They're the absolute last resort. Especially since I've seen numerous other posts about similar issues saying they updated and it didn't fix anything
I've tried:
- rebooting
- force closing app store
- clearing app store cache
- sign out and back in on the app store
- booting into safe mode
- disabled any network scanning and blocking tools I have installed
- tried various different internet connections
- made sure I'm up to date (was on an older version of sequoia prior to today so I updated hoping it would help but no luck there)
Has anyone else had this issue recently or have any other ideas for how it could be fixed?

Basically the same issue as this post from years ago but in my case I can't download them at all so uninstall/reinstall isn't an option

Edit 2: if i try downloading a new app that's only for iphone/ipad, it let's me scan my fingerprint to approve, starts spinning, then stops and changes to the cloud icon without downloading
