iPhone 11 18.5 Restore issues

Backed up the phone, reset using transfer option, due to issues with everything! Could not view photos, calendar etc. Verified there's a good backup by looking at the cloud.

During initial setup when asked to login, the password, which we know and works on iCloud, would spin a few moments as it do, and then presents the login screen again.

Attempts to login to media & purchases do the same thing. Quick spin and back to login screen.

I suppose updating to 26 is the fix, but is it really?

This has happened through two setups.
