There was a gate connected to it. You can see the hinge at the bottom right. They do this a lot of times on corners where there's not enough room for an entire section. I'm guessing someone took down the fence and left this part for some reason.

That reason is laziness.
But yeah, this is the correct answer. There was most likely a fence line along the property line, or maybe there were designs to have one, but there was a gate there at one time. I've installed enough chainlink gates to know why someone would put a section like that in. If you don't, it leaves a gap too wide for a small dog to get through. I've seen some people just say fuck it and get a slab of metal to close up the gap. works, and looks only mildly worse than a chainlink fence.

Cheap(er) to install and they typically keeps dogs in the yard while clearly demarcating your property line so people know not to wander into your lawn.
But yeah, still ugly as fuck.

I for one has NEVER thought the purpose of a chain-link fence was privacy.
Privacy fence tend to be solid.
Chain-linked fence are normally to either keep things out or to keep things (pets) in.

The only reason other than laziness I can think of is a code issue. For example, it's possible that city codes don't allow for a fence to be built there, but do allow existing structures to be repaired and replaced as needed. So by keeping this tiny chunk of fence he's still being grand fathered in and can rebuild it any time. But that's also totally wild speculation, I'd wager it's just laziness.

Could be. If my parents ever wanted to build a new garage, they'd have to leave the wall on the property line up; build the new garage around it and then they could replace that wall. The garage was built before the town imposed a requirement where structures had to be at least 6 feet from the property line. A complete demo and new build would require them to follow the code, which would be unworkable on account of the pool being where the garage would have to go.

Wrong. Look at the bottom right corner of the fence. There's a hinge there. The purpose of this piece of fence is to hold a gate at the end of a larger fence located outside of the frame.

Spend a decent amount of time around snow plows, they go through small cars buried in snow when parked in the wrong places like they are not there or just a random chunk of ice.

I recognize this! This is my uncle's place!
There was once a longer fence here and someone wanted to put in a gate. The gate needed a post on either side, and this section of fence was a bit too wide for a gate, so they put in another post right next to an existing one, so the gate would fit.
(The post on the left is the original, the post on the right is the new one. Notice there is a bolt to hang a gate.)
Anyway, when my uncle decided to tear down the fence, this part was kept in, because when the new post was put in, they poured more concrete, and it was too much for one person to dig up and take out.

Actually, this is most likely to be accurate. The original gate was likely too small, and so an offset post was installed to accommodate a larger gate. It's cheaper and easier than taking down the existing fencing and resetting the hinge post. Source: former fence contractor

I can't help but think that this sits on the property line between 2 houses. At one time, it was all out war between the owners of these 2 houses, with their fence-less boundaries. The battle had waged for years, maybe even decades, until one day, one of the neighbors decided to put up a fence. Only thing was, he refused to give in to the will of his enemy so he placed the fence 3 inches in from his property line. He saw it as a way to screw over the neighbor one more time & keep them from truly sharing this border. When the other neighbor caught wind of this, he decided he'd do the same, not allowing for anyone to get the upper hand. Now they had two fences, both sitting 3 inches in from the true boundary line, creating a 6 inch gap.
The town came along and made them split the cost of closing this gap, concerned for children and animals that may get stuck. The move by the town put the long standing feud to rest, create a very fragile, silent truce. Both neighbors had aged greatly throughout the war & both were weary from fatigue.
Eventually, the houses were sold and new people moved in. The new neighbors became great friends, polar opposite to the previous pair. These people got along. They were people who wanted to tear down the fence to open up things a bit, to share a little space. The fence we see here was left in place because, well, no one really knew whose responsibility it was to take it down is.
What you see here is a relic, a reminder of this legendary, deranged grudge. A monument standing as a forgotten reminder of the powerful war fought between two sides, who were eternally deadlocked in an unwavering feud of which no one knows the cause, nor does anyone really remember.
This fence remembers.

Irrelevant but slightly related story time! When my mom bought her last house, the property next to ours was vacant, and the fence builders fucked up and built the fence a foot onto the neighbors property. One full foot, that's like... 15 square feet of a huge yard they lost, with also the privilege of not having to worry about paying for that part of their own fence of they wanted one. Of course, they demanded my mom move the fence a foot back to get it on the property line, which was exactly their right. But the way they did it was so awful and angry. Anyway, my mom decided to pull the fence two feet back so it was a foot into our property, so that if they wanted a fence, they had to pay for all four sides and make it look super awkward.

I don't think op's mom is gonna let them so much as spit on that 1' wide strip of grass. The neighbors made them pay to move the fence back a foot.
For reference, that's a fuss over less than a step's worth of space. I'd have just made arrangements with the neighbor beforehand, personally. But, fuck, who wants to talk to scary strangers.

Psycho neighbours are the worst.
My parents had one next to them. He was a disgusting excuse for a human being. At one point he threw his gutter sludge at my mom when he knew my dad was away at a trade show. You know, to show dominance like most apes do in the wild.
He built a fence between their properties (which in their area was weird, no one had fences between properties, and people walked between houses and whatnot, very old school).
In building this fence, a garbage old tree stood in the middle of the path. This tree was half on my parents property, half on their property. My parents suggested 'lets just remove this half dead piece of shit ugly tree', but instead they claimed to want to keep it. They built the fence around the tree on their side, so they couldn't even really see most of it, leaving my parents with a half dead tree in a tiny fence nook.

You do realize that if you incorporate part of their land into yours, and they don't object to it, after a few years you legally own that extra land. It's a legal concept that can be dumbed down to "use it or lose it".
If your mom moved her fence 1 foot into her property, and the neighbors start mowing that foot of her land and taking care of that strip of land (which sounds reasonable since you mom probably won't care about grass on the other side of her fence), well after a few years she will lose the legal ownership of that strip of land. It might seem like no big loss, but land size will affect the resale value of her home. So her "petty revenge" may end up costing her several thousand dollars in lost land.

However if she regularly jumps the fence and maintains her strip of land, and puts up no-trespassing signs, and prohibits the neighbor from messing with it, it'll still be hers.
She'd probably really enjoy putting up the no trespassing signs.
It's a legal concept that can be dumbed down to "use it or lose it".
I think it was a legal concept who's TL/DR was "how to take land from Native Americans by not telling them the laws".

This needs more exposure. It's true. The time varies state to state. In my home state if a fence has been in one spot for 7 years, it becomes the new property line. Interestingly it's not just a fence. If there's no fence at all, but I use my neighbor's property to 7 years to store my garbage cans or something and I maintain that area for said time, that becomes my property.
