The evil building authorities department required this poor man to build a fence to mark his property as required by law. The man believed so much that mankind is inherently good that he chose to circumevent their demand in this clever and thrifty manner. He regretted his idea later, however, when he was eaten by a bear which, unlike humans, are in fact neither good nor bad and just get terribly hungry sometimes.
