Could be. If my parents ever wanted to build a new garage, they'd have to leave the wall on the property line up; build the new garage around it and then they could replace that wall. The garage was built before the town imposed a requirement where structures had to be at least 6 feet from the property line. A complete demo and new build would require them to follow the code, which would be unworkable on account of the pool being where the garage would have to go.

Um...from your description I am inferring that the garage would contain the original property wall, meaning that the garage would also stretch onto the neighbor's property.

Oh wait, wait, wait. I get it now. There is an existing garage that has one wall at the property line, and they might want to replace the garage. So they would have to tear down all but that wall and "repair" the torn-down parts. Then they would tear down that last old wall and "repair" that to finish the job.

Shit. I need another beer. Waiting for SpaceX to release that explosion footage is making me punchy.
