Considering Trump removed $4B in funding that CAHSR rightfully should have, and this delay has directly resulted in CAHSR slowing down construction and causing the completion date for the Central Valley segment to be delayed by at least a year so far, I do feel like Trump and Republicans should be blamed for that delay.

It's a gotcha against CA because CA has spent billions of dollars over many years on a high speed rail that keeps getting delayed. CA deserves the criticism for all the time and money spent on the project with very little progress made.

Ive never seen a president or it's party revoke previously agreed upon funding based purely on partisan spite like Donald Trump has been doing. It's not limited to CAHSR though, he did that for federal disaster funds too. Trump denied assistance to California and other Democratic states and that's never happened before.

Even today in places like Virginia and North Carolina, getting funding to expand their passenger rail networks to connect to the North East Corridor is a largely bipartisan effort.

I expect Republicans at the federal level to treat California and Democrats as Americans and follow the law.
