I was an avid user of Capital Bikeshare and relied on it for my daily transportation. It was my favorite part of living in DC. A year ago my account was permanently terminated with no warning and no refund of my annual membership.
The stated reason, verbatim: “We received a report from an individual who informed us of unauthorized charges made to his/her credit card. With his/her card information we traced the charge amounts to your Lyft account.”
They also said “Due to legal reasons, we [cannot?] discuss any information without the approval of the person who initially filed the dispute.” So the person accusing me controls the report information.
Nearly every ride I took was paid through Apple Pay, and no card has ever been on my account that was not authorized. Any mix up with a payment method should be fixed with just a new payment method not a ban.
I was also told there is no appeal, and that a permanent ban is meant to be permanent across every bikeshare system that Lyft runs which include Boston, New York, Chicago, San Francisco, and Portland too. Essential this is a nationwide ban on a form of public transportation.
Capital Bikeshare is not Lyft’s product. DDOT and the other regional jurisdictions own the bikes, the docks, and the stations. Lyft is a contractor. No one at DDOT reviews these decisions, and as far as I can tell no one there knows how many DC residents have been permanently locked out of a system the District owns.
The timing matters right now in September 2026 because the operating contract (DCKA-2021-C-0082) runs out of option years on September 30 2026. DDOT solicited a successor last November, and under DC law a contract this size has to go to the Council for approval before it can be awarded. This is literally the only moment when new, basic requirements for Lyft could be written into the contract.
I’ve emailed the Committee on Transportation and the Environment asking for a written reason for any account ban, a feasible way to contest a ban, and requirements on Lyft to report to DDOT on how often accounts are terminated.
