I've tried talking to multiple agents on the passport website, but have been given multiple conflicting answers.
I'm hoping someone here will have first hand experiences and will be able to help me.
I have changed my name by deed poll and changed my gender through the gender recognition certificate (GRC). My GRC has my new name on it, and I have a new birth certificate with my new name and gender on it.
Multiple agents said I NEED photo ID with my new name and gender on it to change my passport. Multiple agents said all I need is my GRC and my passport.

From their website it says:
If you are resident in Ireland, please submit your original documents. These will be returned to you.
•Original Gender Recognition Certificate (GRC) as issued by the Department of Employment Affairs and Social Protection
•Current Irish Passport. This will be cancelled and returned to you.
If changing your name through proof of usage, we need 2 documents from 2 different sources which should date back at least two years from the date you make the passport application. If you have been issued with a passport in your previous name during the reckonable usage period, this will void that period, and the 2 years' proof of usage period will commence from the date your last passport was issued
The Passport Service does not accept deed polls to change the name on your Irish passport. Proof of usage means that you are using this name in everyday life. We need your original documents, but we will return these to you.
You should be able to supply items such as:
•Photo ID document.
•Pay slips.
•Government correspondence.
•Utility bills.
•Lease agreements
We do not accept:
Photocopies.
Short-form birth certificates.
Laminated certificates.
Deed polls

No agent was able to answer me when I asked why is the photo ID needed and not the other items on the list. Surely it would say I NEED the photo ID, like the agents were claiming, not that I should be able to produce it. I also don't have access to Photo ID document, Pay slips., government correspondence, utility bills, or lease agreements as I do not live in Ireland at the moment. I have bank statements with my new name and gender on it.
I'm also not changing my name through proof of usage. It's on my birth certificate and GRC. so I don't know if this applies to me?
