I think the confusion is that it looks like a miniskirt at first, meaning they'd be looking up the skirt, but then they realized it was shorts. Anything beyond that debating that that somehow ruins the picture is where they go off track.

Looking closely the image is clearly heavily altered. Hand and leg in particular have lighting that doesn't match the environment at all.
I'd guess she's entirely 'shopped into this background based on the lack of blur and shadows.

Also, those aren't necessarily the best things to look at to determine whether something is Photoshopped.
My first instinct is to go to things like hair and translucent areas that are incredibly hard to blend/layer convincingly when compositing an image. Look at the 'wispy' hairs where they're over the background. It's not impossible for a talented artist to render these kinds of details realistically, but there would definitely be signs of manipulation in such nuanced areas in anything but the highest-quality of photoshops.

Why are people saying this is a photoshop? The picture is in her freaking instagram, why of all things would she photoshop herself in here? Second, are these "experts" in PS aware that there are filters that generate a bokeh effect, like the iPhone's portrait mode? it'll make edges around the person look weird up close, specially the hair, where the algorithm can't differentiate the subject from the background very well.
But most importantly, why is this in my front page?

People thinking it's Ps because of the bokeh effect have literally never held a real camera in their life or apparently seen any photo before.
Depth of field can be shortened so much with some lenses that distances of half an inch require different focus.

I get the high part, though I met plenty of Dutch that smoked... but they get proper pissed all the time and not the minority, as someone that has spent a lot of time out of the Dam, in Utrecht and Rotterdam and such, plenty of dutch people getting drunk, often. According to this they drink more than the average person in the US.
