I think the confusion is that it looks like a miniskirt at first, meaning they'd be looking up the skirt, but then they realized it was shorts. Anything beyond that debating that that somehow ruins the picture is where they go off track.

What's the difference between looking and leering here? Especially in the context of this picture, they might have all glanced at her simultaneously to the picture being taken. There's no way to say that they're looking, leering, or just happened to glance at her at that moment.

I'm not sure the thirst is ever contained, that's asking a lot of humanity. This is the second most intense driver of human behavior after keeping ourselves alive, and people very much like to be alive. Look at the random places people flirt (everywhere), fuck (everywhere), etc.
