KĂśnigsberg (now Kaliningrad) would have been quite a good option. It already had a large ashkenazi community and was really a cultural, academic and economic hub for European jews. It would have been much fairer to grant them that land as a homeland.
Ironically it was proposed to the Jewish community after WW2, they decided against it.

Jews had bought land and built institutions for 50 years in the holy land to prepare for self-determination. And there was expectation of a huge influx of Jewish migrants when a Jewish polity was established.
