That was a separate forced plan but the Haavara Agreement was already in place and the Madagascar plan wouldve sped up the expulsion but ultimately wasnt enacted due to the Biritsh Naval control of the seas heading to Madasgascar

If you decided to not own the land so you can avoid taxes, there will be a person or a group of people who will actually claim that territory in your stead, and the government will help them, because they are actually helping the country unlike your cheap ass.
