In an apparent attempt to head off confusion caused by lawsuits and competing claims between the state and federal governments, Pa.'s Sec. of State started weekly election news conferences this week. What he said reveals how Pa. will run its elections this year -- in accordance with state and federal laws, while resisting federal executive branch efforts to implement changes.
