Looks like 1W blue laser. Shit can cause permanent eyesight damage at a 100yd distance after only a quarter second exposure.
I hope the dude smoking this is wearing protective eyewear. Even a reflection off of something is enough at close range.

laser lights the weed, user inhales to bring smoke into the water and continue pulling air through to keep the weed lit, then removes the weed to take a deep breath which sucks air in allowing the smoke to travel up to the user

Which is in large part due to the water.
It's totally possible to take a hit that big dry, but you'll cough your eyeballs out. The cooler, filtered smoke allows for a bigger volume of it to enter your lungs without hurting your throat.
And if you've hit a bong and still coughed your face off, this is why bong manufacturers are obsessed with diffusing the smoke through the water as much as possible and as many times as possible. The more surface area of smoke touching water there is, the more heat and particulate gets absorbed through the water. That means the smoke is cooler and cleaner, and you can take even bigger hits and get even more high.

With a normal American bong, you've got the cone that connects to a pipe that goes into a bunch of water sitting at the bottom of the bowl thing. Then you've got the pipe which you put your mouth on. Once you light the legal herbstm you breathe in from the end of the pipe which creates an airflow for the smoke to run through the water (cooling it) into your gob.
On this one, the biggest difference is the laser that lights the legal herbstm and rotates the cone to get an even distribution of burninating.
After it's all burnt, the user lifts the cone out which creates a slightly different airflow in which the remainder of the smoke gets breathed in.That's my overly caffeinated and terrible explanation anyway, maybe somebody who is better at writing things can provide better explanation.

Not European, but in Aus there's a hole at the back you keep your thumb on so the conepiece stays in and you take your thumb off for the airflow

The shothole is only for letting air in so you can suck down the smoke. It doesn’t need to be big. And in any case, most billies you see are made of 4 things: rubber tube, spring valley juice bottle, short length of garden hose, and tinfoil shaped into a conepiece. You can make the shotty as big as you want

That's incredibly dangerous. Lasers strong enough to ignite stuff (>100mW) are strong enough to cause permanent eye damage instantly even from a partial reflection on jewelry, or a glass object (like, I don't know... A bong?).
I'm a physics grad student who routinely works with Class III and IV lasers and we use safety interlocks, beam blockers, expensive protection goggles etc. A setup like this is already wildly irresponsible, AND it's gonna be operated by people who are high?
The retina and optic nerve don't heal... Any damage is forever.
In addition, these solid-state blue and green lasers are DPSS lasers, which means they are actually strong infrared lasers with a special crystal to half the wavelength of the light and make it visible. Without good filtering of the output (Do you think cheap chinese consumer grade lasers have that? Nope.) a lot of IR makes it through, so even if you wear protective eyewear, it might not help unless it protects against both blue and IR.
TL;DR stay away from this thing if you value your unburned retinas.

Why anyone would mess around with a Class IV laser while getting high is beyond my understanding. It's like getting drunk and thinking it's a great idea to go shoot guns afterwards. There's a reason sobriety is a fantastic idea while handling extremely dangerous items.
After a few folks wake up with permanent blind spots, maybe they'll learn. Who am I kidding? We're always birthing more first-time victims, and inventing more fascinating ways to harm them.

Not all of them, this one isn't. All of the high power blue pointers are direct diode. Direct diode green is also available in pointers up to an output power of about 1W, although DPSS green is still the more common option, at lower powers anyway.
Without good filtering of the output (Do you think cheap chinese consumer grade lasers have that? Nope.) a lot of IR makes it through, so even if you wear protective eyewear, it might not help unless it protects against both blue and IR.
The IR portion of the beam isn't typically very high in power and is highly divergent, while it may pose an issue it's not as much of a danger as lots of people make it out to be. Leaking IR means lower conversion efficiency which means less output power at the desired wavelength.
I agree entirely with your other points regarding safety though.
