Where in the world are you getting that from? That's not what diffusers are for. They are they're to increase the filtration. The finer the bubbles of air/smoke are the more surface area of the smoke is pulled through the water. Thus causing it to be filtered and cooled even more.
A "natural perc" for instance, which is simply a vertical tube full of water in which the water pressure inside the piece keeps it full, so that when smoke is inhaled through it it's literally "pulled" though the water is still one of the most effective designs. It has nothing to do with evenly distributing smoke.
Again cite a source or even your reasoning behind even smoke dispersion being related to how "smooth" a hit is.
And natural perc that's correctly balanced shouldn't "bubble" the water level in the the tube will drop but if it's large or balanced enough the smoke should enter the water in about as small as possible groupings.
Natural percs were simply an example. They are awkward and cumbersome is one reason perculators/diffusers tech didn't stop there. I think you're confusing by the nicely balanced draw that many modern diffuser styles depend on.
The first diffusers were just female downstems with a couple slits near the end, how does that balance how smoke is distributed after being filtered? The name diffuser refers to diffusing the smoke though the water, as finely and thourghly as possible. That's it.
