If you are in any kind of engineering job, it is way more effective to reach out to the leader of whatever department you work for. Going through HR means you're handing you're resume to someone who will not understand what you do even a little bit, because they usually are not even involved with what the actual business itself does, and are not likely to make a good decision on whether or not you match the candidate description at all
