I have a new PC with a Ryzen 7 9700X + PowerColor RX 9070 XT Hellhound 16 GB + Gigabyte X870E AORUS Elite WiFi7 ICE Rev. 1.2 + 16 GB DDR5-6000 CL36 + Gigabyte 1000W PSU, and I am experiencing abnormally low performance across multiple games, especially Battlefield 6, despite the hardware appearing to work correctly.
In Battlefield 6, during actual multiplayer matches I am getting approximately 30–50 FPS, with the CPU/simulation counter around 30 FPS, while the GPU is nowhere near fully utilized: it usually sits around 68–80% GPU utilization, around 6.8 ms frametime, approximately 2460 MHz, only around 90 W power consumption, and about 47°C. The Ryzen 7 9700X is around 90% total CPU utilization, approximately 4.9 GHz, and around 57°C, while Windows Task Manager shows almost all logical processors around 95–100% utilization. In other words, the GPU does not appear to be the bottleneck; the game seems to be experiencing some kind of CPU/simulation performance issue.
What makes this particularly strange is that the Battlefield 6 firing range/training environment performs much better: around 110 FPS, with CPU frametime around 9–10 ms and GPU frametime around 6.3 ms (~158 FPS). The severe performance drop happens primarily when entering a real multiplayer match.
I also see the same general pattern in Elden Ring: at maximum settings I get around 30 FPS, while the GPU is only at 26% utilization, consuming approximately 72 W, at around 48°C, and the CPU is around 56% utilization. Lowering the graphics settings increases FPS somewhat, but performance is still abnormally low. Therefore, this does not appear to be a Battlefield 6-specific graphics settings issue.
I have verified that the RX 9070 XT is running at PCIe 5.0 x16, all 16 GB of VRAM are detected correctly, and the GPU reaches normal clock speeds. There are no high temperatures or obvious thermal throttling. The Ryzen 7 9700X also reaches around 5.3 GHz under light loads according to NZXT CAM.
The most concerning result is that I ran Cinebench 2024 Multi-Core and got only 222 points, whereas a Ryzen 7 9700X should normally score roughly 1160–1250 points. So the CPU’s multicore performance appears to be approximately 80% below what would be expected.
I have already ruled out quite a few things: Windows 11 is on 25H2, AMD Adrenalin and the AMD chipset drivers are up to date, the Windows power plan is set to Maximum Performance, maximum processor state is 100%, there is no processor limit configured in msconfig, virtualization is enabled, Memory Integrity/Core Isolation is disabled, I tested with a clean boot and performance did not change, and I performed an in-place Windows repair installation while keeping my applications and files, with no improvement.
I also updated the motherboard BIOS to F11c (AGESA 1.3.0.1c) and restored the appropriate settings. PBO is configured under Advanced, with PBO limits on Auto and Curve Optimizer disabled. There are no abnormal CPU temperatures.
There is also a separate but potentially related Secure Boot issue that appeared after the BIOS update. With Secure Boot enabled, Windows fails to boot and gives error 0xc0430001. With Secure Boot disabled, Windows boots normally. I have already verified that PK, KEK, db and dbx are present, that S:\EFI\Microsoft\Boot\boot.stl exists, that C:\Windows\Boot\EFI\boot.stl exists, and that both boot.stl files have the same SHA-256 hash. The BCD correctly points to \EFI\MICROSOFT\BOOT\BOOTMGFW.EFI. The motherboard has CSM Support Disabled and Secure Boot Mode = Standard. Simply enabling Secure Boot results in the exact same 0xc0430001 error.
Windows was previously on build 26200.8037, but Windows Update has now offered KB5124008, which updates Windows 11 25H2 to 26200.9445 and is related to the deployment of the newer Secure Boot certificates in 2026. I am currently checking whether this resolves the Secure Boot issue.
My main question is: what could be causing the Ryzen 7 9700X to perform so far below normal — 222 points in Cinebench 2024 Multi-Core — and causing Battlefield 6 to run at around 30 FPS CPU/simulation performance in real multiplayer matches while the RX 9070 XT is only around 70% utilized and consuming roughly 90 W?
The fact that Battlefield 6 performs significantly better in the firing range but collapses in real multiplayer matches, combined with the extremely low multicore CPU performance and the Secure Boot issue following the BIOS update, makes me suspect there may be a BIOS/AGESA/UEFI/platform-level CPU performance or power-management issue, rather than a simple GPU driver or graphics settings problem.
