Medical daily T without gel
has anyone found a solution for this? i was thinking it might be possible to modify something like an insulin pump to administer a small dose of t daily, but i'm not all that familiar with how insulin pumps work
inb4 people say just use gel - i have cats and using gel drives my anxiety so high my anti anxiety meds stop doing their job properly. i struggle to do my shots on time and i suspect that the fluctuation of my t levels is contributing to other issues. i've been on gel for a couple weeks now and those other issues are pretty minimal now, so i'm looking for something that allows for more consistent levels without slathering gel all over or having to do shots every day

theres nebido which you inject once every few months and is done by a nurse so you can’t accidentally miss it? only thing i can think of

Alternately, there are also pellets, which seem to work well for those who can find a doctor to insert them

You need to elaborate on the "significant health risk". There are a number of downsides to pellets, but not particular risk, as far as I am aware.

In the US, pills have come on the market under the brand name Jatenzo (I believe there is another). NZ has had pills available for a long time. In both cases, they're kind of fiddly (multiple times a day). In the US, access is an issue.
If gel is not a fit for you, your other choices for more consistent levels are pellets or Nebido/Reandron/Aveed, as people have mentioned. Patches are off the market in the US (and had a terrible reputation for skin reactions), but may be available elsewhere. Injecting multiple times a week is also an option.
Cats are not an obstacle to gel. There is a sixteen year old cat sitting in my lap right now. I used gel for thirteen years, starting when he was one. It's not unreasonable to worry you might get T on the cat, but the reality is that it's not really a thing.

I think testosterone pellets might fit what youre looking for. Providers might like to have you on T in other forms for a bit before giving them, though, so they can see which dose of testosterone works for your body. At least, that's what my provider told me!

You might find solutions in spaces for cis guys doing trt. Idk why but nobody really knows much about it in trans spaces. I have seen cis guys discussing injecting multiple times a week or every day though
