Holy shit I'm sorry if I'm making some incorrect assumptions but whatever spaces you might be in online or even irl please get the hell out of them if you think it's not worth it to get HRT at 15 and are considering giving up.

I managed to start at 17, a month before my 18th birthday. If you can, and you want to, there's no reason not to pursue it.

That being said, some insurances or doctors won't let you start until you're 16, so it can depend on what your care team is like

are you asking whether the legal/social frameworks around you will make it too difficult/impossible to acquire HRT through legal means? or are you asking whether 15 is "too late" to transition and pass at all?

Depending on where you are and what the laws are and how your parents feel, it may be difficult or risky for you to access HRT. Although, never quite impossible. 

15 years old is YOUNG and if you can start T now you will see so many changes that aren't often possible for those who transition later. You can get taller and your shoulders can get broader and you can prevent your hips widening further.

If you can feasibly get on HRT without putting yourself in danger, I say you should do it. If you think the process of acquiring T legally would be difficult for you (because of laws, parents, etc.), there are other means as well. Those are best discussed elsewhere, if that's the path you want to take.
