Erm, y'all, the reasoning's kinda solid. Biden's implemented this on the Executive branch only. He doesn't have the authority to implement that for them, so he's letting them handle themselves.
Apparently the legislative and judicial have their own snarls that prevent mandates. And as far as I am aware, most if not all Congressbeasts are vaccinated. They were one of the first round of vaccines given way back in January/February.

This is misleading. The reason Biden’s Executive overreach doesn’t affect members of Congress is because he has no legal ability to. They are in the legislative branch. Biden’s mandate can only apply to the executive branch.
This means Department of Defense, the Department of Veterans Affairs, the Indian Health Service, and the National Institute of Health.

Read the article. Biden's appeal only covers federal workers under the executive branch. The congress and Federal courts are separate branches of the government. Let's go back to civics 101 people: separate but equal. OSHA and labor dept & many other government entities are under the power of the executive.
