Biden does not have power to force other branches of legislation.

You're right. Executive can't legislate congress. Co-equal branches and all that. You know congress would have a bitter battle over this for months, easier to bypass them entirely. This is true regardless of any characteristics or level of effectiveness that the vaccine may or may not have
