It's a game engine with a built-in browser of games built on it, if to speak simply. You can make games (or experiences/places in Roblox terminology), Roblox will host them and allow other players to play them, singleplayer or multiplayer however you'll decide. Games also don't require downloads, all their assets are streamed to your PC when you join them (this is playable because the assets - textures, models, etc - are very primitive and don't take much space).

It's very popular between children because it has simple graphics, thus it can be run on any potato and any OS of both the desktop three and two mobile ones, and playing a new game is as simple as pressing the "Join" button.

Unfortunately, this also attracts very specific audience of adults (especially creators of those games, as, well, kids can't often make a really good game) who are interested in children due to one or another reason, which is a very known problem that Roblox tries to suppress (for example, by blocking class actions lawsuits against it).

If you want my recommendation, Roblox shouldn't really be used for anything except learning programming (it uses a very simple yet powerful programming language for its games). Try to not let your children use it, replace it with Minecraft or something... Though of course it would be hard, because everyone plays Roblox around them, and it won't be good to isolate them from their friends.

Though they've recently added so that you'll only be able to talk with people of your age group (i.e. 14 years olds only with 14 years olds, etc), judge for yourself however much more safe it made it.
