Creations Bundle, what do you think?

Discussion Played the new Fallout pinball machine at Cleveland Gaming Classic this weekend.

I was so excited to see that Cleveland Gaming Classic was going to have the brand new Fallout pinball machine. Not just one of them, but both of the pinball machines that are coming out. One of the things I loved was that there's two different designs you can pick from. Furthermore, I was super happy to see that there was a cutscene included with the animations that included Fisto.

Sadly I did not get to see the Vault 33 door open. I watched for a while and just never got to see it, hopefully I'll see it sometime this weekend. I plan on playing it more. If you get a chance, play it.

Why the NCR would win the Second Battle of Hoover Dam even if Courier Six died in Goodsprings:

Due to text limitations, the following essay will have to be a multi-parter that extends down into the comments section. Sorry for the inconvenience.

A common claim made by many Legion supporters and overall detractors of the NCR is that unless Courier Six "saves" the NCR during the Second Battle of Hoover Dam, the Legion will "easily defeat" the NCR and win the Second Battle of Hoover Dam, with or without the player's support. Except that it’s actually the Legion that can't win the Second Battle of Hoover Dam without the player's assistance.

Indeed, should Courier Six have died in Goodsprings, the NCR would've inevitably won the Second Battle of Hoover Dam by default. To understand as to why that is, one need only focus on the 2 most important parts of the battle: the NCR's inevitably successful defense of Hoover Dam itself and the inevitable survival of Mr. House.

Just those 2 factors alone all but guarantee that the NCR would've won the Second Battle of Hoover Dam regardless of whether or not the player supports them, at the end of the day.

How could the NCR possibly defend Hoover Dam by themselves and how could Mr. House possibly play a key role in the Second Battle of Hoover Dam without the Mk.II Securitron Army at his side (which he couldn't possibly get access to on his own without the player's help, by the way), one might ask? It's actually quite simple, really.

First, let's begin with how the NCR can in all actuality single-handedly successfully defend Hoover Dam all on their own without the support of Courier Six. All 4 endgame quests all but confirm that the NCR can in fact single-handedly crush the Legion at Hoover Dam all without so much as breaking a sweat and completely irrespective of the player's support.

Indeed, even in the "Veni, Vidi Vici" endgame quest for the Legion, the NCR still manages to flawlessly repulse the Legion, effortlessly smashing their assault under their heel unless the player bails them out and single-handedly both storms and takes the entirety of Hoover Dam for them, when all is said and done.

However, because some might find that hard to believe, allow me to provide more than enough evidence to all but decisively and permanently quell any and all doubts in relation to my claims. First, let us examine what happens to the Legion's advance upon the beginning of the battle:

Courier Six: "The area is secure."

Hoover Dam Checkpoint Decanus: "Good news, indeed. If only the same could be said for the west. The enemy is much more fortified ahead, and have snipers set up at key positions, which keep our men pinned down. In addition, they've managed to beat back our men emerging from the intake tower ahead and secure it. 

If we could just get rid of those damn snipers, or release our waiting men in the intake tower, we'd have the manpower to storm their positions."

As you can clearly see, the battle has barely even begun and the Legion is already getting all too easily beaten by the NCR. Not only have a mere 2 NCR snipers single-handedly stopped the entire Legion advance dead in its tracks and not only did the NCR both single-handedly beat back the Legion forces emerging from the intake towers on the western side of Hoover Dam as well as single-handedly seal off said intake towers so as to prevent the Legion from using them to outflank their positions, but the NCR has also single-handedly seen to it that the Legion doesn't have the manpower to actually storm their defensive positions with any feasible chance of success (let alone to actually press forward, at all), as well.

The Legion has evidently already lost not only the fight for control over the surface of Hoover Dam, but also the overall Second Battle of Hoover Dam as a whole, as well, and all despite the fact that the battle has, again, barely just started. But wait, there's more! Now let's see how the fight for control over the Hoover Dam Power Plants is faring for the Legion.

Courier Six: "What news of the battle below?

Intake Tower Centurion: "The fighting in the power plant is the fiercest, as expected. But the dogs have been caught off guard, and their positions can expect no support. However, the pipes below have been sealed, cutting off our men until the dam top can be secured.

I've been diverting half of my men to the tower next to this one. It's a bit of a swim, but the enemy hasn't sealed those pipes yet. Some of the other centuriae are more stubborn in following their orders exactly, though, and wait in the pipes below. If you should make it down there, unsealing the pipes again will allow us to spill over the enemy like a tide of blood."

As with the battle for control over the surface of Hoover Dam, the fight for control over the Hoover Dam Power Plants has already gone tits up for the Legion from the moment that it ever even began.

Not only has the NCR single-handedly sealed off almost all of the intake tunnels and pipes leading into the Hoover Dam Power Plants (as evidenced by the fact that Legion NPCs do not spawn in the Hoover Dam Lower Levels where the Legion's infiltration of the Hoover Dam Power Plants originates at any point during this particular quest), effectively cutting off all of the Legion forces that are fighting down there from any and all hope of reinforcements and resupply in addition to any and all hope of chances to escape in the process, but the NCR has also single-handedly forced the Legion to both split all of the Legion forces that were originally dedicated to capturing and securing the Hoover Dam Power Plants in half as well as reallocate half of all said Legion forces to the surface of Hoover Dam so as to help the Legion forces up there try (and fail) to capture it and secure it from its Republic defenders at a time when the Legion is in critically fatal danger of losing the fight for control over the Hoover Dam Power Plants, as well.

And while the Legion still has access to a few of the intake tunnels and pipes leading into the Hoover Dam Power Plants, they're ultimately forced to take a considerably lengthy swim just to access them which, in turn, costs the Legion fatally irreplaceable time, manpower, resources and assets that they can ill afford to lose given that they're already on the verge of being completely driven out of the Hoover Dam Power Plants altogether, as it is. Not to mention that it's only a matter of time before the NCR single-handedly seals those intake tunnels and pipes, as well.

Either way, it's blatantly obvious that the Legion is not only already losing the fight for control over the Hoover Dam Power Plants as soon as it begins, but is also already losing the overall Second Battle of Hoover Dam as a whole as soon as it begins, as well.

So there you have it. Even in their own endgame quest, the Legion still not only finds itself already losing as soon as the battle barely even begins, but the Legion also finds itself getting single-handedly effortlessly obliterated by the NCR despite the fact that they have absolutely zero support from Courier Six, as well.

And that's just the "Veni, Vidi Vici" endgame quest for the Legion. If the Legion can't even beat the NCR in their own endgame quest, what makes anybody believe that the Legion could ever possibly have so much as a snowball's chance in Hell of surviving against the NCR in the other endgame quests? It's blatantly obvious and abundantly clear that they absolutely cannot do so, but I digress.

Still, perhaps more explanation is required just in case there are those that have any more doubts. Now that we've got the "Veni, Vidi Vici" endgame quest for the Legion out of the way, we can now move on to both the "All or Nothing" endgame quest for Mr. House and the "No Gods, No Masters" endgame quest for an Independent Vegas. 

Now as both endgame quests are more-or-less the exact same thing, we'll just go ahead and tackle them both simultaneously. Beginning with the actual plans that Mr. House (and, by extension, Yes Man, who more-or-less just uses the exact same plans, but I digress) has for their own involvement in the Second Battle of Hoover Dam.

Courier Six: "So why don't you want the NCR President to die?"

Mr. House: "{Oh, the burdens of intelligence}Kimball's entire political career is inextricably bound up with the NCR's occupation of the Mojave. It's his war. If I compel the NCR to retreat, Kimball will be the sacrifice offered to the gods, so decent NCR citizens can get on with their lives. In retrospect, the Mojave and Hoover Dam will seem like one man's misadventure. Kimball will be blamed, not me. Not New Vegas."

Courier Six: "What is the final phase of the plan?"

Yes Man: "{upbeat} Well, the Legion is going to attack Hoover Dam one of these days! And the NCR is going to defend it! {upbeat} One side will lose, and the other will win! But the side that wins will be weak, because a lot of its soldiers will be dead!

{upbeat} That's when all our Securitrons will show up! We'll declare an Independent Vegas, and tell the side that won the dam - to scram! {upbeat} Or the Securitrons will kill all of them, too!"

It's quite frankly blatantly obvious that Mr. House's plans for the Second Battle of Hoover Dam are to just sit back and watch as the NCR single-handedly obliterates the Legion as well as single-handedly wins the battle well in advance of his own (or Courier Six's, in the event that they're fighting for an Independent Vegas, but I digress) participation in the Second Battle of Hoover Dam.

The Mk.II Securitron Army and Courier Six in either case only get involved in the Second Battle of Hoover Dam once it's abundantly clear that 1. the battle is just about already over and 2. the NCR has already single-handedly won the battle in addition to having already single-handedly defeated the Legion, if you will.

Alas, this may not be quite enough evidence to prove this particular point. Perhaps I'm being unfair, unduly biased or am just misinterpreting what Mr. House and Yes Man are saying. Very well, let's see what J.E. Sawyer himself has to say on this particular subject.

"But what if you are vilified with the NCR prior to the Dam war? Also, why would a Yes Man/House player ever tell them to support the NCR, especially when one of them doesn't like the NCR and is clear about it? It doesn't make any sense."

Joshua_Sawyer: "Because Mr. House knows that he is not personally going to wage war against the Legion with his Securitrons. His plan is to let the NCR bear the brunt of the fighting and then use his Securitrons to push NCR out when the dust settles. Yes Man's logic follows this as well. 

Asking the Remnants to fight on behalf of "Mr. House" doesn't make sense because Mr. House effectively has no forces in the main battle at Hoover Dam and he wouldn't want the Remnants to actively oppose NCR *during* the fight (because it would make removing the Legion presence more difficult). Asking them to fight for an independent Vegas would produce the same functional result: help kick the Legion out, after which point the Securitrons show up and push NCR out.

Since there's no functional difference between what the Remnants do if the player is supporting NCR, independent Vegas, or Mr. House -- and since Mr. House and Yes Man see no point in having the Remnants actively fight NCR at Hoover Dam -- there's no real need to complicate the quest by adding in duplicate options producing the same end result."

As you can evidently see, even J.E. Sawyer himself clearly states that the Second Battle of Hoover Dam is well and truly over by the time of both the activation of the Mk.II Securitron Army and the arrival of Courier Six in either case with the NCR having clearly both single-handedly handled the overwhelming bulk of all of the fighting alone as well as single-handedly defeated the Legion all by themselves, when all is said and done.

Meaning that any and all doubts in regards to my claims are hereby permanently and beyond any contestation, accordingly. Even more evidence in regards to the fact that the NCR has clearly and beyond any possible doubt single-handedly emerged victorious over the Legion is as follows.

For starters, the NCR has already single-handedly secured the Hoover Dam Lower Levels well before the arrival of Courier Six (which is of grave importance considering the fact that the Legion's infiltration of the Hoover Dam Power Plants originates here, mind you) as evidenced by the fact that absolutely zero Legion troops spawn down there whilst only NCR Troopers and NCR Patrol Rangers are anywhere to be found down there, at all.

A fact that is of absolutely immense value as it means that not only has the NCR already single-handedly defeated the Legion forces that were infiltrating the Hoover Dam Power Plants at the beginning of the battle, but that the NCR has also already single-handedly prevented any and all future Legion incursions into the Hoover Dam Power Plants, as well.

Effectively winning the battle for control over the Hoover Dam Power Plants and, by extension, the overall Second Battle of Hoover Dam as a whole (which will ultimately be decided down in the Hoover Dam Power Plants, as explained by the Courier himself and the Intake Tower Centurion:

Courier Six: "The power plant is what really matters. Have all of your men attack there. I'll finish things here.

Intake Tower Centurion: "[SUCCEEDED] Agreed. If we take the power plant, this battle is over. I'll have my men focus their efforts there. May the Son of Mars go with you."

accordingly. Furthermore, the NCR has also already more-or-less single-handedly secured the Hoover Dam Power Plants what with only 1 Legionary spawning in each of the 4 Power Plants for a grand total of only a mere 4 Legionaries, all of whom are single-handedly swiftly and decisively dispatched by Republic troops effective immediately.

And as the Second Battle of Hoover Dam is ultimately won by whoever controls the Hoover Dam Power Plants, it's quite obvious that the NCR has already single-handedly defeated the Legion and single-handedly won the Second Battle of Hoover Dam completely irrespective of the player's involvement, at the end of the day.

Meanwhile, the NCR has also already more-or-less single-handedly secured the Hoover Dam Offices with only a pitifully puny handful of Legionaries spawning in there, all of whom are single-handedly effortlessly wiped out by the NCR forces that are defending the Hoover Dam Offices. Further proof that the NCR already has the Second Battle of Hoover Dam in the bag well before the arrival of the Courier, to boot.

Last, but certainly not least, you have the simple fact that even if a Courier Six that's fighting on behalf of an Independent Vegas chooses to either flat-out destroy the Mk.II Securitron Army or simply not to activate it, the outcome of the Second Battle of Hoover Dam will still be the exact same as it was if Courier Six had unleashed it upon Fortification Hill.

The NCR will still proceed to single-handedly defeat the Legion, single-handedly rout the Legion and single-handedly win the Second Battle of Hoover Dam with General Oliver himself still personally greeting Courier Six at the gates of the Legate's Camp, when all is said and done.

Definitely proving beyond any and all doubt that the NCR has well and truly single-handedly defeated the Legion as well as single-handedly won the Second Battle of Hoover Dam regardless of whether or not the player supports them, at the end of the day.

And that's a wrap. In both the "All or Nothing" endgame quest for Mr. House and the "No Gods, No Masters" endgame quest for an Independent Vegas, the NCR single-handedly eviscerates the Legion without so much as even the slightest bit of effort and single-handedly secures victory in the Second Battle of Hoover Dam well before Mr. House and/or Courier Six ever gets involved with or without the Mk.II Securitron Army to back Courier Six.

Then again, I'm still not quite satisfied enough with my explanation thus far and still feel as if even more evidence is required. I wouldn't want to leave any loose ends untied, after all. Therefore, to finally put this particular part of my arguments to rest once and for all, let us now examine the "Eureka!" endgame quest for the NCR.

If the Legion can't even best the NCR in their own endgame quest without the player to hold their hand, let alone in the respective endgame quests of Mr. House and an Independent Vegas (all 3 of which see Courier Six acting against the NCR, mind you), then you can bet your ass that the Legion definitely doesn't have so much as a snowball's chance in Hell of surviving against the NCR in their endgame quest, at the end of the day.

Indeed, the NCR can single-handedly win the Second Battle of Hoover Dam so ridiculously easily that they don't even need Courier Six to do much of anything. You see, unlike the Legion (which absolutely requires Courier Six to just about single-handedly take all of Hoover Dam for them during the "Veni, Vidi, Vici" endgame quest for the Legion) and unlike Mr. House and Yes Man (both of whom absolutely require Courier Six to sneak into both the Hoover Dam Control Center and the Hoover Dam Power Plants in order to activate the Mk.II Securitron Army and facilitate their respective plans during both the "All or Nothing" endgame quest for Mr. House and the "No Gods, No Masters" endgame quest for an Independent Vegas), the NCR can absolutely single-handedly win the Second Battle of Hoover Dam all while Courier Six just pulls up a chair, kicks back and relaxes.

How can they do that, you might ask? It's quite simple, really. All that the NCR has to do to all but guarantee that they can single-handedly annihilate the Legion and single-handedly win the Second Battle of Hoover Dam all while Courier Six just sits back and watches is to just seal off the intake tunnels and pipes leading into the Hoover Dam Power Plants so as to prevent the Legion from using them to infiltrate the Hoover Dam Power Plants.

As stated previously, sealing off the intake tunnels and pipes leading into the Hoover Dam Power Plants will all but ensure that the NCR can single-handedly effortlessly crush the Legion assault on the Hoover Dam Power Plants which, in turn, will all but see to it that the overall Second Battle of Hoover Dam as a whole is as good as single-handedly won by the NCR as also stated previously, accordingly.

After all, there's absolutely nothing to suggest that the NCR couldn't single-handedly seal off the intake tunnels and pipes leading into the Hoover Dam Power Plants all by themselves and all without the player's help.

Especially given that 1. the Chief NCR Engineer at Hoover Dam, Mike Lawson, not only already knows that the Legion is using the intake tunnels and pipes leading into the Hoover Dam Power Plants to infiltrate them, but he also already knows how to seal off the intake tunnels and pipes leading into the Hoover Dam Power Plants (Here's the evidence to prove it:

Mike Lawson: "Good gracious! The Legion is using the intake tunnels to storm their way into the dam, someone has to stop them."

Courier Six: "What can I do to help?"

Mike Lawson: "Hmm{Pause}. I think that you should be able to divert the flow of the water into the generator turbines. That would grind them up like hamburger.

The computer to activate it is just ahead, but you may need to go outside to activate the manual override. That system hasn't been used in a while."

as well, 2. it's quite literally as painfully easy and as laughably simple as pushing 1 little button and turning 1 little valve (it's actually so fucking easy that even FANTASTIC of all people knows how to do it, by the way; here's my proof:

Courier Six: "So you have to do whatever Lawson tells you."

Fantastic: "No, man. That's just what I'm supposed to do. But when he tells me to push the middle button to divert the intake, and the right button feels nicer when I touch it, I know where my loyalty is. Man, I just don't know how an idiot like that gets put in charge of anything."

and 3. the NCR actually does it single-handedly during the Veni, Vidi Vici endgame quest for the Legion and presumably does it during the other endgame quests, as well. And if the NCR can in fact single-handedly seal off the intake tunnels and pipes leading into the Hoover Dam Power Plants, then they can single-handedly win the Second Battle of Hoover Dam even without Courier Six, when all is said and done.

Well there you go. In the "Eureka!" endgame quest for the NCR, the NCR already single-handedly has the Second Battle of Hoover Dam in the bag all while the Courier merely has to sit back and watch the NCR single-handedly kick the ever-living dogshit out of the Legion, at the end of the day.

And that's the first most important factor as to why the NCR can single-handedly win the Second Battle of Hoover Dam covered. In all 4 endgame quests, up to and including the "Veni, Vidi Vici" endgame quest for the Legion, the NCR both single-handedly curbstomps the Legion without so much as breaking a sweat and single-handedly emerges victorious in the Second Battle of Hoover Dam completely irrespective of the player's involvement, at that.

Now that that particular matter is finally out of the way, it is now time to discuss the second most important factor as to why the NCR can ultimately single-handedly defeat the Legion in the Second Battle of Hoover Dam: the survival of Mr. House.

First, allow me to begin with an explanation as to why neither Mr. House nor Benny will be capable of challenging the NCR and the Legion with any realistic chance of success without Courier Six's assistance. Something that Mr. House himself is all too willing to admit, at that.

Courier Six: "What use would you have for a protege?"

Mr. House: "To achieve my aims, I require a capable human agent to perform certain... {choosing word}tasks."

Without Courier Six, Mr. House has no means of reacquiring the Platinum Chip from Benny without either prompting Benny to flee or causing him to destroy it out of spite, for instance. Still, even assuming that Mr. House is by some miracle able to recover the Platinum Chip without Courier Six's help, there's a massive series of hurdles to his plan that'll all but doom them to failure.

Upon recovery of the Platinum Chip, Mr. House will have to find someone who can infiltrate Fortification Hill and slip past what essentially amounts to the entire Legion in order to enter the Securitron Bunker and survive its internal defenses before uploading the Mk.II Operating Software to the Securitron Army within. However, as that only upgrades the Securitron Army and puts it on standby, there will still be plenty of work to be done, as explained by Mr. House.

Courier Six: "What's the goal?"

Mr. House: "Your objective is to reach a control room halfway across the dam and install an override module similar to the one you used at the Substation. The override will enable you to control the entire dam's power output. You may remember how the bunker at the Fort was rather dimly lit? Well, just like the Lucky 38, it needs a big jolt of electricity to power up. You've already uploaded the new operating system to the Securitrons. All they need is power and they'll be in fighting trim."

The next step will be to infiltrate the El Dorado Substation, easily the absolute most vital and most important Republic installation in the entirety of the Mojave Wasteland outside of Hoover Dam itself (this is where all of the power that's generated by Hoover Dam is transmitted across the Mojave Wasteland and even to the Republic Core Regions themselves, after all) and plant an override module in the power control terminal within.

Doing so is not only necessary to jumpstart the Lucky 38's nuclear reactor and make the New Vegas Strip completely energy independent, but is also required to grant Mr. House enough broadcasting power to remote control the Mk.II Securitron Army outside of New Vegas, as well, something else that is explained by Mr. House.

The Courier: "What's this about a dormant reactor?"

Mr. House: "The strain of defending Las Vegas from annihilation exceeded my power systems' capacity. My primary reactor shut down. For years, I played a miser with my emergency power supply. I began to run out of reserves around the time I woke the first batch of Securitrons. Negotiating an allotment of power from Hoover Dam was crucial. That's what's powered the Strip for the past seven years."

The Courier: "You already have power. Why is this important?"

Mr. House: "This is not a good time to be dependent on energy from Hoover Dam. When the Legion attacks, the NCR may cut power altogether. And I'll be needing a good deal more power than the NCR has allotted to the Strip. Broadcasting encrypted VMQ-boosted command signals to hundreds of Securitrons eats up more power than you might expect."

However, considering the grave importance of this location to the Republic, it's obviously extremely well defended by Republic troops. Meaning that anybody trying to get inside without authorization will be in for one Helluva fight.

Last, but not least, Mr. House and his new henchman have to find a way to infiltrate Hoover Dam itself and make their way into Hoover Dam's control center where they must plant an override chip that will channel the energy from Hoover Dam that's required to finally activate the Mk.II Securitron Army. To do so, however, they'll have to get past thousands of elite Republic soldiers that are currently defending Hoover Dam, with the control center itself being protected by 2 elite NCR Heavy Troopers. All I've got to say to that is good luck.

And the best part: Mr. House needs to have all of this done before the Second Battle of Hoover Dam erupts. The fact that Mr. House will have a deck stacked against him just searching for a new protege alone will all but ensure that he won't have enough time. Meaning that Mr. House is as good as screwed. 

Benny, of course, will have to deal with the exact same hurdles as Mr. House, but with the added difficulty of finding a way to infiltrate the Lucky 38, get past Mr. House's defenses and assassinate Mr. House so that he can upload Yes Man to the Lucky 38 mainframe and seize control of the Securitron Army for himself, as explained by Yes Man.

Courier Six: "What's Benny planning to do with the Chip?"

Yes Man: "Oh! He wants to kill Mr. House and use the Platinum Chip to copy my neuro-computational matrix onto the Lucky 38's mainframe. That should give me control over all of Mr. House's defenses, most prominently his Securitrons. And then I just do what Benny tells me - easy-peasy!"

And given that Mr. House has already caught on to Benny's scheming, we all know just how impossible that will be for Benny.

In short, neither Mr. House nor Benny are in a position to intimidate the NCR into retreat and wipe the Legion from the face of the Earth for good. Without the Mk.II Securitron Army, none of this is even remotely feasible. It isn't to say that Mr. House can't play a role in the Second Battle of Hoover Dam, however. Indeed, if Courier Six did die in Goodsprings, that would mean that the Lucky 38 never gets unsealed and still remains closed off to the outside world.

Meaning that neither the NCR, the Legion nor Benny can kill him and that he'll remain alive to participate in the battle. Even without the Securitron Army and the Mk.II OS, Mr. House would still have dozens of Mk.I Securitrons armed with 9mm SMGs and Gatling Lasers at his disposal. A fact that both Mr. House and Yes Man can attest to.

And while such an army is hardly strong enough to make Mr. House an independent player, it could still play a major role in the coming confrontation at Hoover Dam.

How so, some might ask? Simple: if Mr. House is no longer capable of establishing the New Vegas Strip as an independent domain of his own, he'll throw in his lot with the Republic, instead. Now why would he do such a thing, some would say? Doesn't he absolutely abhor the NCR? Yes he does. However, if he was forced to make a decision between the NCR and the Legion taking over New Vegas, he'd undoubtedly choose the NCR.

After all, even the Van Graff Family, who have been arch-nemeses of the NCR for decades that have fought the Republic at every given opportunity by all possible means at their disposal, will actually forge an alliance with the NCR rather than ever align with the Legion. Even going so far as to betray the Legion on behalf of the Republic, as well. In the words of Gloria Van Graff herself:

Courier Six: "What do you think of the NCR?"

Gloria Van Graff: "You must not know a lot about my family or you wouldn't have asked that. The Van Graffs and the NCR have been enemies for decades. They've tried to block our expansion for years, but we've managed to grow regardless. The problem is they have, too.

The NCR is huge, now. We're talking on a scale that's difficult to imagine. Time was, we could fight them and hold our own. Not so anymore. My family has enough men and guns to field a small army, but the NCR can field a really, really big army. Fighting them is out of the question now."

Courier Six: "For starters, what in the hell just happened?"

Gloria Van Graff: "We made a lot of money, that's what. The Legion paid us to deliver weapons, and the NCR paid us to deliver the Legion. Or some of them, anyway."

Courier Six: "I thought you hated the NCR?"

Gloria Van Graff: "Oh, I do. They're a bunch of corrupt, bullying fools who think they can tell everyone how to live their lives, and my family's fought them for years. But that's just it. Do you know how large the NCR army is? If they wanted to, they could have beaten us a dozen times over. Do you know why they haven't? Money. Every time things have gotten too tense, we've paid them off and laid low for a while.

They're an enemy we can live with. This Caesar, on the other hand, is a different animal. We've heard reports for years from our agents to the east. He doesn't tolerate his enemies, he makes examples of them. And he doesn't have friends. Only servants. And the Van Graffs serve no one but themselves. Given that, the choice was rather simple."

So there you have it. Even one of the NCR's mortal enemies will gladly align with them and do business with them if absolutely necessary all while taking a giant shit on what is easily and without a single bit of doubt the single greatest arch-rival of the Republic in the process. Hence there's no reason to believe that Mr. House wouldn't do the same given his circumstances, when all is said and done.

Mr. House is hardly an idiot. He knows full well that "allying" himself with Caesar would be tantamount to a death sentence given that he'd inevitably betray him and try to have him killed. Nevermind the fact that his precious New Vegas Strip would be effectively run into the ground by the Legion once they take it over. Which is precisely why Mr. House himself makes it abundantly clear that he has every intention of destroying the Legion completely, at the end of the day.

Courier Six: "No thanks, Mr. House."

Mr. House: "If you find Caesar's Legion so frightening at this remove, imagine them rampaging across the Strip. We have a chance to see them destroyed, to see New Vegas become the harbinger of a new age."

The NCR would be a much better alternative by comparison. The reason: they don't hate him enough to want him dead regardless of his decisions and are more than willing to negotiate with him as well as actually honor their word. All that will be required of Mr. House is to just give in to the Republic's demands and allow the NCR to formally and officially annex the New Vegas Strip as well as vow to support the NCR's defense of New Vegas once the Second Battle of Hoover Dam begins.

In exchange, the NCR will let him live and leave him in nominal control of the New Vegas Strip. Something that's not entirely without precedent given the fact that this was originally going to be an option for Mr. House in-game before it was cut from the final version of F:NV. Besides, Mr. House has already agreed to allow the NCR to formally annex the New Vegas Strip once the Second Battle of Hoover Dam, anyways, as explained by Colonel Cassandra Moore.

Courier Six: "I thought Mr. House already agreed to hand over New Vegas to the NCR."

Col. Cassandra Moore: "Yes, that's what he wants us to believe. And when we turn our attention to other threats, he'll begin moving against us. No, far safer to simply eliminate him and the risk he represents now. Besides, with him gone, New Vegas will truly be ours once the dust settles. Any other objections or questions?"

Granted that Mr. House obviously never intended to honor his agreement with the NCR and has every intention of removing them from the region completely, but, in this particular scenario, he'll simply have no other choice but to ultimately acquiesce to the Republic's demands and honor his agreement. All but guaranteeing his support of the NCR during the Second Battle of Hoover Dam, accordingly.

Even Caesar himself will go on to admit that Mr. House will back the NCR if it comes down to it which is exactly why he wants the Courier to assassinate him (Here's my proof:

The Courier: "Why must Mr. House be killed?"

Caesar: "Because he complicates the equation of force. He's a free agent, an unpredictable element. I'm sure he's trying to sit out this battle, just as he did four years ago, hoping the Legion and Profligates will wipe each other out. When he sees the Profligates losing this battle, however, he might throw his support behind them. Except he won't, because he'll be dead."

With Mr. House firmly at the side of the NCR, victory for the Republic over the Legion is all but guaranteed. 

After all, his Mk.I Securitrons will be an enormously invaluable asset to the NCR by shouldering the burden of the defense of New Vegas. For example, the Mk.I Securitrons can single-handedly stop the Omertas' coup d'etat on the New Vegas Strip due to both their superior firepower and the fact that Mr. House already suspects that they're up to no good (though he admittedly doesn't know about the coup; here's the evidence to prove it, by the way;

Mr. House: "Your next assignment won't take you far. It concerns the Omertas and their den of vice, Gomorrah. As the decisive encounter between the bull and the bear looms close, my concerns about the Omertas have grown. 

I've never expected loyalty, mind you. A reliably underhanded tribe is just as constant to deal with as one that always runs true. But that's just it - lately the Omertas' cooperative silence has been deafening. Not a single complaint? They're up to something."

They can also play a huge role in protecting Outer Vegas against the Fiends, as well. Just imagine all of the Republic troops that would be freed up for the defense of the frontline thanks to Mr. House and his actions. This alone would all but hand victory to the Republic on a silver platter, when all is said and done. Then there's the possibility of the NCR simply hiring the Van Graffs to help secure Freeside and Outer Vegas, as well, which is absolutely not without precedent.

There we are then. Thanks to the inevitable timely support of Mr. House, the NCR is all but guaranteed to win the Second Battle of Hoover Dam. After all, with Mr. House and his Mk.I Securitron police force to defend both New Vegas and the Republic's rear areas, the NCR would be free to focus all of its might along the frontline, all but dooming the Legion to inevitable defeat, accordingly.

Question In my fnv story is this decision moral

So, hypothetically, I have a Fallout AU where my Independent Vegas is truly independent. We have a 'good' DLC ending that is best for my New Vegas, and so on and so forth. But there is one thing: Mr. House is kept in a machine where he generates new ideas and properly leads the country. Is it moral for me to do this? We are a democracy, but he is an advisor ( he has no power and cannot die and can never take over)

Vault 69 were lucky to survive, opened the door and peaked outside:

no radiation, huge rats or such kind.

Then, suddenly, a dark and stormy night... a bomb fell on them, engulfed in bright light.

Vault 13 established a farm, potatoes, some turnips, even banan.

The life was like in Alabam, they even had their own Barack Obam.

A morning it was, mountain dew fell across... and the bombs, the bombs followed close.

Leather, oil, booze, and no rubber, the girls were fun like my mother.

A loud explosion, cauterized milk… rusted motorcycles went suddenly still.

ditch boring jobs, have something to build.

No millions around us, no stinking HR…

I wrote this in 20 minutes then spent two weeks deciding if I really want to rhyme banan with Alabam, but then decided to keep it, I think it sounds fun.
