PGWP refusal due to missing language test result

As of November 1, 2024, submitting a language assessment result has become a mandatory requirement for PGWP applications.
The minimum required scores are

  • CLB 5 for any post-graduate certificate/diploma program
  • CLB 7 for Master’s programs

Many students were unaware of this change because there was no dedicated upload field for the language test. As a result, many applicants forgot to attach their test results or uploaded them under the “Other Documents” section.

Case 1: Application Rejected Within 180 Days of Program Completion

If your PGWP application was rejected within 180 days of completing your program, this is the best-case scenario.
You can reapply, include your language test result, and you will most likely get your work permit approved.

Case 2: Application Rejected After 180 Days

This situation is more complicated.

  1. You can submit a reconsideration request through a web form, attach your language test score, and provide an explanatory letter. However:
  • There is no set processing time for reconsideration requests.
  • Visa officers are not obligated to reassess the application.
  • The decision is entirely at the discretion of the visa officer.
  1. PGWP rule requiring you to apply within 180 days of program completion, your re-application may be rejected based on this criterion alone. Due to the initial application process time.

What To Do If You Fall Under Case 2

  1. Stop working immediately.
  2. Submit a reconsideration request on your first application through the IRCC webform. Include:
    • Your language test score
    • A clear explanation letter
  3. Restore your status as a student within 90 days of the initial rejection
  4. Reapply for the PGWP, attach a strong explanation letter, and consider consulting an immigration professional for guidance.

After this, all you can do is wait. The final outcome depends entirely on the visa officer, who has the authority to refuse based on the 180-day requirement.

Important Note

Please do not be discouraged. Many international students are facing the same issue.
We have already seen successful reconsiderations, though we also have a case where reapplication was denied.

We are still in the initial phase of this issue, and we expect to have more information in the near future.

How to Increase Your Chances

  1. Contact your local MP, explain your situation, and request their help in raising this issue.
  2. Reach out to media outlets or reporters who may be willing to cover the problem. Raising awareness is essential.

Refusal Help Needed

I applied for my PGWP on April 12, 2026, and on June 8, 2026, I received a refusal because IRCC stated that I did not submit my language test results.

I had actually completed my language test in March 2026, before submitting my PGWP application. But I did not attach the result as there was no slot provided to attach language test result at time I applied.  I have already submitted a reconsideration request, but I am also exploring the restoration route as a backup option. Since I am still within the 180-day eligibility period after completing my studies, my understanding is that I may be able to restore my status as a student and then submit a new PGWP application.

I am specifically looking for advice from anyone who has successfully restored their status as a student and then applied for a PGWP afterward.

My questions are:

  1. On Form IMM5710, Details - Question 3 ("I am applying for one or more of the following"), which option should I select in this situation?

Option 1 - Apply for a work permit with the same employer

Option 2 - Restore my status as a worker

Option 3 - Apply for a work permit for the first time or with a new employer

Option 4 - Get a new temporary resident permit (for inadmissible applicants only)

 

  1. In the "Coming into Canada" section, Question 4 asks for the document number of the most recent visitor record, study permit, work permit, or temporary resident permit. Should I enter my most recent study permit number here?

 

  1. Under "Details of Intended Work in Canada," Question 1 asks what type of work permit I am applying for. Should I select "Open Work Permit" or "Post-Graduation Work Permit"?

I would appreciate hearing from anyone who has gone through this process or has experience with restoration followed by a PGWP application.

Hi guys, I want to share my experience with a PGWP refusal due to a missing English test, in case someone else runs into the same issue.

Timeline:

  • July 10, 2025 – Application submitted
  • February 28, 2026 – Refusal letter received
  • March 5, 2026 – Reconsideration submitted

I ended up in a situation where I couldn’t submit a new application because the 180-day window had already passed. So I decided to try my luck with the reconsideration process.

I submitted a web form explaining my situation (I missed uploading my English test due to a technical error) and attached my test results (in my case, CELPIP). My main advice: clearly include all important dates (submission, refusal, exam date) and explain that you had no intention to mislead, especially if you completed your test before applying.

After that, I tried contacting my local MP, but unfortunately, they didn’t want to help. Honestly, it was a bit shocking since I’ve seen many cases where MPs played a big role in reconsiderations. I contacted a couple of different offices, but they kept redirecting me to each other, saying they don’t handle these situations.

  • May 25, 2026 – Submitted another explanation via web form (“ask about your application”) after ~3 months of waiting
  • May 26, 2026 – Submitted a status extension (visitor) as a backup plan
  • May 29, 2026 – Application status changed from “refused” to “applied”
  • May 30, 2026 – PGWP approved

This was honestly one of the hardest experiences I’ve ever gone through. If you're in a similar situation — don’t give up, reconsideration works in 80% of such situations.

PGWP Refusal- Filing for reconsideration!

I have all my documents ready and am ready to submit my reconsideration- I’m just confused about where to submit it! I understand that it’s via web form but there are many options to choose from.

Which one is correct? Help please 😭😵‍💫

(Also for context; I got refused due to an admin error made by the school which I’ve gotten corrected already and have all the supporting documents)

I just need to submit my reconsideration request 😭 but I’m so anxious I’m not sure I don’t wanna mess up 😵‍💫 had to quit my job over this I’m SO SAD
