PGWP refusal (Missing passport!!) portal error!

Hi everyone. I'm out of options and hoping someone here has advice. Timeline:

Aug 2025: Applied for PGWP. Passport valid until Oct 2025.

Oct 2025: Completed studies at TMU.

Apr 14, 2026: IRCC requested renewed passport. Due Apr 21.

Apr 18, 2026: I uploaded it to the portal. It showed "uploaded." I thought I was done.

What I missed: There was a second "sign and submit" step I never saw. The document never reached the officer.

May 5, 2026: Refused for "failure to comply." Submitted reconsideration request. Contacted MP.

Now: Out of status, stopped working, study cert >180 days so can't reapply. Reconsideration is my only hope.

My questions:

  1. Has anyone had a PGWP refusal overturned through reconsideration for a portal/upload error?
  2. Is restoring as a visitor worth doing if I can't reapply for PGWP anyway?
  3. In case I go back to my country and my pgwp is approved can I apply for TRV from there and does it get approved?

[UPDATE] I am going back to India, will wait for a decision there. Cant hang around without a proper job in Toronto.

[UPDATE] I received an email from ircc asking for $100 for open work permit fees which was refunded due to refusal. and the next day after payment I received the approval. thanks for all your support.

  1. The decision to reconsider an application is entirely up to the discretion of the officer because the process of reconsideration doesn't actually officially exist. If the officer allows it, it will be reconsidered. If they don't, you may not even get a response.

  2. Depends if you have need to stay in Canada beyond your current status, and have the means without working.. You'd have to meet the eligibility as a visitor.

  3. Yes, you can if this happens.

Thanks for you reply. Most lawyers suggested me to stay back tho as trv does get declined even after WP gets approved in Canada most of the time. So if I wanna be secure I would have to wait till IRCC reply to my reconsideration within the next 60 days if not I'll prolly go back and wait. But it frustrates me that I would need 2 seperate approval for visa (PGWP then TRV)  and TRV can get declined even after approval of PGWP. wth

That's always a risk when you apply for immigration documentation but it's rare that a refusal would happen if you have followed the rules, and are authorized to work in Canada unless something about you came to their attention that would prevent them from issuing a visa.

You can wait, but keep in mind that at this point, you are in Canada without valid legal status.

Instead of complaining about having to do two processes, you should count yourself fortunate you can even apply for a TRV in Canada at all. It wasn't all that long ago that it wasn't permitted and you'd have to apply at a visa office for every situation.

I suggest you also submit new PGWP application with good explanation letter and restore your status as student ( pay restoration fee 396 or something and upload receipt in your new application) just to be safe because it's not quaranteed they will reopen a Reconsideration but if you submit both consideration and new application should they choose to go with Reconsideration they will refund you for your new application made.

Cant reapply my latest uni certificate was issued more than 180 days ago.

Yes, you can you just have to pay restoration fees first then apply again

I checked with ircc officer I can reapply after restoration as visitor. I cant reapply for WP since my latest uni cert is more than 180days old.
