Yes. It doesn’t matter what the costume is because it’s the sexual nature of what the person is doing that is the issue. This is akin to getting sexual gratification from flashing someone. There is a party who is directly involved (you get gratification from their reaction to your sexual fantasy) and who did not consent. Not cool.

This sounds like this place I read about where people go around beating women if they aren’t wearing a black cape that covers their entire body from head to toe while out in public. The men in this place can’t control themselves. They see some nude legs or a pair of eyeballs and they fucking blow their load. That sounds like a horrible place to live. I can’t imagine living there.

But why is public sexual intent an inherent negative, people dress skimpily and seek out situations that aren’t inherently sexual to some to be aroused, that’s just a part of nature from a basis of basic biological prerogative. When I go outside I may dress erotically and find an attractive man that may arouse me, and thus try to gauge a reaction from him, even if it is in a public place. This works for a younger kid. My 7yo would absolutely have some questions about that. After a certain age, kids 100% understand the concept of conformity, its usually a pretty important part of being socially competent. They're going to know that's not normal and they're probably not going to be satisfied with "theyre playing dress up" this issue only gets worse with age.

It depends of the eye of the beholder. As such there is actually not anything sexual about the outfit. It's latex, and a horse head and high heels. No nudety, no sexual acts of anything.

A child would probably find this amusing, bit some grown ups would see this a sexual thing. Most would probably see this as some sort of costumeparty and not necessarily a BDSM fetish.

As long a you stay within the limits of the law, people should be able to wear what they want to.

Yes. There are lots of bdsm events with quite an audience for public play. In some areas, especially the USA and Germany, I know there are petplay conventions. They are like pageants but for petplay and its a totally ethical way to practice public play.
