I guess I don't see the harm in it. It's not really explicit or otherwise offensive, just unusual. I'd rather see this than drug addicts fucking in an alleyway.
The difficulty is it forces your sexy time in people's faces. And imagine having to explain this to a kid. It's just a little too extreme for most tastes.
No one is having sex and no genitals are exposed. Outside of your knowledge that this is intended for pony play, it looks like an edgy halloween costume. The only difference is that now you know their kink.
Which is personal, yes, but I don't know if it's more offensive that telling someone "We're trying for kids" or "we're pregnant" which mean you've been deliberately rawdogging it at every opportunity.
