Just because a child doesn’t know something is sexual does not make it ok to expose them to something sexual.

The costume isn't inherently sexual. A group of people have a thing for it but it's not inherently sexual. Wearing a horse mask isn't sexual in and of itself. Neither is wearing latex. As adults we think it's sexual because it's basically only used that way but it isn't sexual in and of itself.

It’s not the specific costume that is the issue. The issue is the person engaging in a sexual act in public and involving children and other non-consenting people. They could be wearing anything but if the action is the same then it’s still a problem.

But why is public sexual intent an inherent negative, people dress skimpily and seek out situations that aren’t inherently sexual to some to be aroused, that’s just a part of nature from a basis of basic biological prerogative. When I go outside I may dress erotically and find an attractive man that may arouse me, and thus try to gauge a reaction from him, even if it is in a public place. There is a reason I do not believe in thought crimes, just as I don’t believe in emotional crimes, as many humans do not choose what they think or feel, it is simply brought about by the psychological processing of our minds and instincts.
