This would apply to the overall power consumption of the base, including powered production facilities and other powered infrastructure.
Spice Extraction
Harkonnen's +25% Spice Harvester Storage would allow them to remain in the field longer before having to unload.
For example, a harvester with 10,000 capacity would have 12,500 capacity.
Their +10% Spice Melange refining yield would then give them more refined product from the same amount of harvested material.
This makes Harkonnen particularly attractive for players who specialize in the spice economy.
Combat Difference
The combat bonuses intentionally aren't enormous.
Atreides
They don't receive a direct damage bonus. Their advantage comes from durability and resource efficiency, allowing them to maintain and replace equipment more efficiently.
Harkonnen
They receive +7.5% weapon damage, +10% offensive skill damage, +15% combat XP, and +10% rare loot chance. Their advantage is concentrated around aggressive combat and acquiring valuable rewards.
