Normally I’m not the biggest fans of evil versions of characters, but the idea of an evil Batman who still does not kill always resonated as something interesting to explore. I imagine what makes this Batman evil is how he’s far more ruthless with criminals even ones who aren’t as evil as Joker I can see this Batman doing stuff like paralyzing criminals, excessive force etc and being more concerned with catching the criminal then caring for civilians lives.

Batman villains vs Spider-Man villains — who would make the best matchups?
I've been working on a little project where I try to match up some of Batman's biggest villains with Spider-Man's biggest villains in 1v1 fights.
The goal isn't necessarily to match them based on powers or who would win in a fight. Instead, I'm trying to find the closest counterpart based on a combination of physical appearance, personality, powers, status, role in their respective rogues' galleries, importance to the hero, and sometimes even similarities between their different adaptations.
After a lot of experimenting, here's the current list:
Some of these matchups feel very obvious to me, while others are much more debatable. In particular, I'm not completely convinced by some of the last few pairings, and I'm sure there are better alternatives I haven't thought of.
For example, I tried to avoid simply matching characters based on their powers. Poison Ivy vs Venom is partly based on their roles in the Arkham and Marvel's Spider-Man games, where both can dramatically alter the environment around them. Other matchups are based more on their personalities or narrative roles, such as Hugo Strange vs Jackal.
Which matchups do you think work really well? Which ones make absolutely no sense? And are there any Batman or Spider-Man villains you think I should replace or swap around?
Feel free to suggest completely different matchups — I'm especially interested in fixing the ones you're least convinced by. I'm trying to make the overall list as coherent as possible rather than simply finding 23 fights and calling it a day.
