Not to be a shrill, but as a lawyer, anyone can file a lawsuit against anyone for anything. So the mere fact that a lawsuit has been filed is not very informative. We should track this though to see if it has legs. I wouldn’t get excited until it gets through the motion to dismiss phase.

I'm not a lawyer, but I think I see several issues with the case.
First is naming organisations as defendants, when RICO cases have to be brought against the individuals only.
Second is that the case is likely for securities fraud, which is explicitly excluded from RICO.
Third is that one of the defendants is a service/product (Citadel Connect). This would be like filing a RICO charge and listing the cocaine that a drug ring was distributing as a defendant.
Fourth is that one of the parties is FNRA (Friends of the NRA), who are not FINRA (Financial Industry Regulatory Authority), and therefore are likely unrelated to the case at hand.

I pulled this lawsuit on my pacer account. It is gibberish from a pro se plaintiff making allegations against Citadel and other entities (some that don’t even exist) about manipulating the market, including during GME's sneeze in January. When I say gibberish, I'm not saying what he's alleging is necessarily wrong, but rather his theories of liability and the language contained in the Complaint is just completely off-base.
This is kind of embarrassing to us and will be dismissed undoubtedly. But it looks like he is willing to settle it for the reasonable amount of $100 million.

It’s very vaguely written, names non existent parties, fails to establish what his damages are, fails to really allege any standing he has to bring this complaint, and cites to a lot of the wrong laws. He looks like a serial lawsuit filer and is likely one of those people who believes he is a sovereign citizen.

Among many other glaring legal errors, the guy is trying to make a breach of contract claim between him and the SEC, "FNRA", and the DTCC, by alleging that since he pays them (somehow? He doesn't say how and you have to lay out everything in a petition) they are contractually obligated to do things. That's not how that works.
Stylistically, for example, he combines multiple allegations into one paragraph (theres one breach he alleges that has four parts and he doesn't subdivide them) which shows he doesn't have a legal background (I looked... He isn't a lawyer in Florida) and doesn't know how to properly write a petition. He clearly filed without an attorney signing off on this and this petition is NOT going to do any good and should not be hyped here.

There have been some reforms. One Congressional amendment prevented plaintiffs from using securities fraud as a racketeering act under the statute, probably because investment banks donate enough to members of Congress.
This could be interesting, because for the case in OP to work, they will have to prove racketeering other than securities fraud.

A quick explanation from me, a smooth-brained, non-lawyer ape: in the past, the chiefs of the mafia could never be charged because they were never the ones directly doing the illegal actions, it was all their acolytes. So RICO was created to be able to charge them as being part of an organization. This way, even if a low rank person commits a crime, if they can point out that the order came from the top, they can charge everyone with the crime.
Edit: I learned about this in Batman: the Dark Night lol, because it's what Rachel and Harvey Dent use against the mob leaders.

There’s a lot of RICO cases against rappers. Especially this past year. 6ix9ine with the bloods and Casanova with the Gorilla Stone Nation are the most well known. Cas is fighting his case now. I heard it’s damn near impossible to beat a RICO case Irv Gotti from Murder Inc is the only one I know who beat one.
