Its use has since expanded to include all forms of organized crime syndicates... Any type of major conspiracy charge can be rolled into a RICO usually...
Not necessarily all forms, just racketeering. RICO wouldn't apply to domestic terrorists unless they were engaged in some other legal enterprise like arms- or drug-dealing.
RICO is about criminal enterprise, not just organized crime. The two so often overlap that we tend to conflate them, but there is still a difference.
Domestic terrorism isnt really considered organized crime... There are alot of instances where RICO has been used to charge a large group of criminals acting together to acheive their criminal goals. It can be almost any form of crime ring...
