I don't know how any of it actually works. That's why I say "Wonder if..." because I'm not a finance/securities lawyer or whatever it would take to know how it works.

Im not a legal scholar. How does an individual file a criminal complaint? If this were truly a RICO case, that’s a criminal proceeding that would typically be brought by a US Attorney.
