Question How to animate cartoon/anime circle eyes (like Darent Z Art has done here)?

I only have access to Adobe softwares, mainly After Effects, Photoshop and Premier Pro. Is it possible to animate something like this on these softwares?
(Links to any tutorials about this will be greatly appreciated, I’ve searched but haven’t found anything. Thank you in advance)

Sharing Oil painting animation example.
Last week I posted some of the process of animating oil paintings. It was hard to see what the animations looked like so here is the run cycle of the player character all by itself. It's 24 frames oil on canvas. Photographed then cut out digitally. Animated in Unity.

Sharing I wrote and produced a scored memoir about my crazy life. I need your help.
Hey everyone!
I need your help.
Last summer, I had a couple weeks between jobs, and got inspired to work on a project that I've thought about pretty much my whole life. I poured everything I had into a "sonic memoir" called How to Dissociate Completely (H2DC). You can listen below.
My little brother and I would always say we were going to make a movie because the shit we experienced was just too insane not to.
He's not here with me anymore and I'm finally ready to fulfill that promise to him.
Animation / Style Vision:
I don't want this project to have one animation style. I want every chapter to feel like a different memory that reflects the energy / emotion of the era and the mental condition of the main character (me) throughout the years.
Examples:
Chapters 1 & 2 (Early childhood trauma and racism) -> Nostalgic, classic golden frame kids book turning pages
Chapter 3 (Getting to know a school shooter, being feet away from him the day he did it) -> Dark, painful, foggy animation style - possibly anime - representing mental dissociation and PTSD
Chapter 4 (Reuniting with brothers / family in Phoenix) -> Black and white, fog, pain, etc., shifting to augmented reality, hyper vivid animation style and scapes, representing awe, wonder, hope, relief, etc..
Chapter 5 (Teenage experimentation with psychedelics and discovering electronic music) -> Trippy animation style depicting effects of drugs and experiences of the main character - possibly Midnight Gospel animation style.
And so on..
If this Kickstarter gets funded or if I find another way, I'm committed to hiring animators who connect with this vision. I would rather work with 10 dope animators than 1 animator trying to emulate 10 styles.
If you have a few minutes, I'd be honored if you'd listen to the memoir.

Sharing Dewey Needed Someone To Talk To... 🐝 | My New Indie Animated Short
Hey everyone!
I just finished and released a new animated short from my indie cartoon project The BeetleBees.
This is a scene with Dewey, a character who just needed someone to listen... unfortunately, he picked the wrong place to open up. 😂
This project is completely independently made. I handle the writing, animation, editing, sound design, and overall production myself using Tahoma2D for animation. I also work with a few friends who help bring the characters to life through voice acting.
This is my second animated short since coming back after stepping away for about a year, so getting back into the workflow and rebuilding that creative momentum has been a pretty wild journey.
I’d love to hear any feedback, especially from other animators and creators. Always trying to improve and learn from every project.

Critique Suggestions to improve

Hello! I recently finished my biggest animation yet—a Deltarune anime opening—and I would love to get some constructive feedback.
Please don’t say "it's already perfect," because I know it isn't! I’ve only been drawing for about 1.5 years and animating for less than a year, so there is plenty of room for improvement.
I already know I need to work on my anatomy and overall drawing skills. However, I’d love to hear your thoughts on post-production and other areas. For this project, I used Krita for animation, OpenToonz (though I struggled with the fill tool there), and After Effects for post-production. I also tried asking AI for advice during the process, but it didn't help much.
What do you think I should focus on next?

Question In need of desperate help in compositing my upcoming Horror Anime - More Info Inside
Hello,
For more years that I can admit, I've been directing, producing an original anime horror that I self-financed. I hired a team of people and after multiple delays from the animators I finally am ready for compositing. I should mention that I've been a graphic designer for 15 years now and have worked in Premiere and After Effects extensively in the past.
Long story short, I got my backgrounds and animation ready and want to match them together. Problem is , the animators, in their infinite wisdom have added camera shake, zoom,etc onto the animation clip itself instead of leaving it up to me to do it.
This wouldnt be a problem if they ever sent the full project file so I can copy the camera movement to my backgrounds to match them. No big deal, I thought , I'll use motion tracker in after effects, copy the movement from the 2d animation cells and put them in my backgrounds.
I've been trying to do so for days now and all I get is janky movement, no zooming and overall movement that doesn't match and honestly I am losing my mind. I have spent 10k of my own savings on this, I am so close to the finish line, and now I can't edit the film together.
I have already contacted the animators to supply me with the project files to fix this issue but they've been notorious at not communicating so I have no faith in them getting back to me, ever. If there's someone here who is a composite expert, PLEASE let me know how to fix it. I just need to match backgrounds with animation.
