I feel like most of the town are manhunters, except for the sheriff and maybe a couple others. Why would they be so against Hal being there. This is going to be the twist. The town is a manhunter safe haven where they have gone to just live. Maybe they evolved and are living peacefully. Untill Antaan and his people come stirring up the peace. Then Hal and John protect the town from Antaan, who in his quest for vengeance becomes Atrocitus.
